BACKGROUND

The National Council of La Raza (NCLR)—the largest national Hispanic civil rights and advocacy organization in the United States—works to improve opportunities for Hispanic Americans. Through its network of nearly 300 affiliated community-based organizations, NCLR reaches millions of Hispanics each year in 41 states, Puerto Rico, and the District of Columbia. To achieve its mission, NCLR conducts applied research, policy analysis, and advocacy, providing a Latino perspective in five key areas—assets/investments, civil rights/immigration, education, employment and economic status, and health. In addition, it provides capacity-building assistance to its Affiliates who work at the state and local level to advance opportunities for individuals and families.

Founded in 1968, NCLR is a private, nonprofit, nonpartisan, tax-exempt organization headquartered in Washington, DC, serving all Hispanic subgroups in all regions of the country. It has state and regional offices in Chicago, Los Angeles, Miami, New York, Phoenix, and San Antonio.

SUMMARY

NCLR is seeking a deputy vice president (DVP) of Education and Workforce for its Washington, DC, office. This position will report to the Senior Vice President (SVP) of Programs. The DVP will provide leadership to NCLR staff and Affiliates. As a member of the NCLR management team, the DVP of Education and Workforce will be involved in a range of strategic planning and internal initiatives. The DVP will serve as a partner to the SVP on administrative and operational processes of Programs, with a goal of continuously developing and improving systems.

KEY RESPONSIBILITIES

Program Management and Staff Supervision

  • Provide leadership for Education and Workforce Development programs and staff in the Washington, DC, office as well as in the field offices, directly supervising the Senior Director of Early Childhood Education, Senior Director of K–12 Education, and the Senior Director of Workforce Development
  • In consultation with the SVP of Programs, lead strategic planning for Education and Workforce Development programs, including the definition and alignment of priorities and the development of partnerships with NCLR Affiliates and other organizations
  • Supervise budget, grants, and project management for Education and Workforce Development programs

Resource Development

  • Support Education and Workforce Development program staff in concept development and grant writing
  • Support SVP of Programs in managing funder relations, including participating in meetings and coordinating development of proposals, reports, and budgets

Public Relations

  • Represent NCLR's Education and Workforce Development program work to a variety of audiences and in a variety of settings, such as meetings, public forums, conferences, public hearings, and advisory boards
  • Develop and implement outreach and marketing plan to expand the dissemination of NCLR's Education and Workforce Development training and technical assistance services to more Affiliates and non-Affiliates

Institutional Support

  • Serve on NCLR's executive team and engage in activities that promote institutional priorities
  • Work collaboratively with other senior staff to facilitate cross-component activities

QUALIFICATIONS

The DVP will have a graduate degree and at least ten years of relevant experience in education and workforce development. More specifically, the DVP will have a strong understanding of issues related to the education of Latino students and English language learners. Nonprofit experience is a plus, with a strong preference for someone who has operated in a fast-growing environment that has limited budgets and resources. Other qualifications include:

  • Proven management experience, with at least ten years of experience in education and workforce development, including community-based programs and/or public school teaching or administration
  • Familiarity with educational and workforce development needs and resources of Latinos and a strong commitment to strengthening Latino-serving community-based organizations
  • Familiarity with policy and advocacy priorities in Latino education and workforce development
  • Predisposition to mentor and subsequently increase responsibilities as team develops
  • Highly organized, able to work independently, and can multitask
  • Experience in fundraising and working effectively with education funders
  • Strong written and verbal communication skills and ability to communicate with a wide range of audiences
  • Bilingual (English-Spanish) fluency preferred
  • Ability to travel
