About Us

The New York County Health Services Review Organization (NYCHSRO) was founded as a 501 (c)(3) not-for-profit corporation in 1974 under the Federal Law mandating Professional Standards Review Organizations (PSROs) for Medicare and Medicaid review. NYCHSRO was among the first organizations registered as a certified Utilization Review (UR) agent in New York when the program began in 1997 and has been a federally designated PRO and QIO-like entity since 1995. NYCHSRO has conducted over 2 million peer reviews to evaluate clinical decisions and services rendered by medical practitioners at all levels of the health care continuum. NYCHSRO has a diversified client base that includes:

  • State and Local Government Entities
  • Managed Care Organizations
  • Health Insurers
  • Third-Party Payers

NYCHSRO is governed by a Board of Directors and is administered by its Chief Executive Officer, Joseph B. Stamm, who reports to the Board. NYCHSRO’s senior staff is comprised of an Executive Vice President, a Senior Vice President/Chief Operating Officer, three (3) Vice Presidents, and two (2) Medical Directors.

NYCHSRO is regulated by the New York State Department of Insurance and the New York State Department of Health and is duly certified as a Utilization Review organization by regulatory agencies.

NYCHSRO has extensive experience both in utilization management and in quality improvement activities.
