To provide them affective support and education which are consistent with traditional Khmer traditions and values so these children can become independent adults.
- "Educational support": To offer a special education to deaf or blind children. To inform families about the educational opportunities for these children. To involve public authorities in special education.
- "Cultural and artistic development": To allow children to discover the roots of their own traditional artistic culture.
