Title: Web-design and Software Development Services

Period of contract: November 15, 2012 – December 15, 2013

The Center for World Religions, Diplomacy and Conflict Resolution (CRDC) at George Mason University is implementing a project that aims at building conflict resolution skills and knowledge about human rights through online education and access to online library resources.

CRDC is looking for a contractor to provide web-design and software development services for the following activities:

  • To design and build an online school on blackboard or a similar platform (software) with multiple (up to four) languages which would feature interactive live classroom sessions and downloadable archive materials and other features;
  • To design and build an online library, which is easy to navigate, has capability for English and four other foreign languages, is easily searchable, and compatible with slower Internet connections. CRDC will supply the materials.
  • To provide maintenance for the school and library throughout the program (see timelines below)

The timeline for the implementation of the project is November 15, 2012 – December 31, 2013. The online school software and the website should be ready for use by April 2013.

Submission Requirements

Please submit the following in your proposal package:

  1. A technical proposal outlining preliminary ideas for web design and software development for the online school;
  2. A detailed budget;
  3. An implementation timeline;
  4. Information outlining your company's experience including experience in building similar programs and in multiple languages (if available.)

Evaluation Criteria

  • Strength of the technical proposal;
  • Previous experience in designing and in the maintenance of online school/webinars;
  • Rapid start up availability and ability to complete the work within specified program dates;
  • Demonstrated proficiency with Drupal and/or WordPress CMS; Web-related technologies including advanced CSS, J-Query, HTML and web and database architecture.
