IRIS (Integrated Refugee & Immigrant Services, www.irisct.org), a dynamic refugee resettlement agency in New Haven CT, has an opening for the full-time position of Case Manager (anticipated start date Dec 15 or as soon as possible). IRIS helps people fleeing persecution in their home countries to start new lives and become self-sufficient contributing members of their communities. IRIS currently serves clients from countries such as Afghanistan, DR Congo, Eritrea, Iran, Iraq, Sudan and Syria.


General Description

The Senior Case Manager provides services to refugee and non-refugee clients. The Senior Case Manager manages a case load and coordinates service delivery with other staff. The Senior Case Manager leads a small team of case managers working with similar populations and serves as a contact point with partner service providers. This is a position with potential for increasing leadership and responsibility over time.

Essential Duties and Responsibilities include:

  • Supervise 1-2 case managers and 1-2 interns
  • Serve as contact point for various partner service organizations such as Community Action, BHCare, Family Centered Services, etc. and help develop these and new partnerships as appropriate
  • Assist post-R&P clients upon request with applications and reviews for programs such as SSI, HUSKY, SNAP, Refugee Cash Assistance (RCA), and Temporary Family Assistance (TFA), as well as with reporting changes (e.g. changes in income) to agencies administering those programs
  • Whenever possible, depending on client's English proficiency and other capabilities, teach clients how to fil out and submit their own applications or reviews.
  • Assist clients participating in Jobs First Employment Services (JFES) program to provide ongoing verification of activities to their JFES worker.
  • Provide or oversee assistance with applications to the Energy Assistance program.
  • Assist clients to apply for emergency assistance from Operation Fuel, in coordination with other IRIS Case Managers
  • Assist clients upon request with making payments or setting up payment arrangements with UI or SCG
  • Make available information about opportunities to apply for subsidized housing.
  • Make available information about free income tax preparation assistance.
  • Facilitate repayment of refugee travel loans by teaching clients how to make payments, requesting deferment or reduction of payments when necessary, helping clients set up automatic payments if desired, and reporting changes of address to EMM and CWS.
  • Help post-R&P clients who are relocating understand and fulfill their responsibility to communicate their change of address (to USPS, USCIS, DSS, SSS, DMV, employers, banks, etc.), to stop and/or start utility accounts, and to pay final bills.
  • Maintain case files and/or other records of services provided.
  • Provide clients with information about and referrals to other service providers as required or requested.
  • Provide written and/or verbal recommendations for clients, interns, and/or volunteers when requested for purposes such as employment, volunteering, college admissions and scholarships, child care certification, or adoption.
  • Receive client requests and triage them as they are received, determining when needs require urgent and/or exceptional attention


Requirements

Candidates must have:

·     2 years of case management or social work experience

·     knowledge of DSS, SSA, Access Health CT applications and benefits

·     ability to quickly establish and maintain a good rapport with  a wide variety of clientele,

·     ability to handle multiple demands and shifting priorities in a fast-paced environment,

·     ability to set limits with clients and enforce strict policies,

·     strong communication and organization skills,

·     awareness of and sensitivity to refugee/immigrant experience and cultural competence,

·     fluency in spoken and written English,

·     strong computer skills including email and internet, Microsoft Word, Microsoft Excel, Google Docs; ability to manipulate basic spreadsheets,

·     US driver’s license, good driving record, regular access to a vehicle. 

Ideal candidates will have:

·     supervisory experience

·     experience working with refugees or other immigrant populations or related personal experience,

·     knowledge of the US refugee resettlement program and asylum process

·     proficiency in another language (especially Arabic, Dari, Farsi, Pashto, Spanish, or Swahili)
