POSITION DESCRIPTION

LISC Philadelphia seeks an individual with a commitment to strengthening communities to join its staff as Assistant Program Officer-Equitable Neighborhoods & Community Development (APO). This is a full-time position that supports the execution of a holistic and strategic approach to community development that results in transformative and equitable outcomes envisioned by the communities we serve.

The APO will be responsible primarily for providing programmatic and administrative support for the Equitable Neighborhoods portfolio, which includes community engagement, community safety, capacity building, and place-based initiatives. The APO will also will also assist with other programmatic activities, including affordable housing, economic development and lending, as well as administrative and organization support, such as communications and resource development.

Candidates for this APO position should have familiarity with these areas to be able to accomplish relevant tasks as part of a wide range of community development strategies to advance LISC’s mission. This APO reports to the Program Officer of Equitable Neighborhoods, works closely with the housing, economic development and lending teams, and collaborates with other staff in the Philadelphia and National LISC offices.

SPECIFIC JOB RESPONSIBILITIES

  • Support the Program Officer in designing and implementing solutions to community development issues utilizing LISC’s suite of programs, financing products and other tools.
  • Plan, convene and facilitate meetings, trainings and workshops in support of community engagement and community safety work.
  • Strengthen community-based organizations’ resource, organizational, programmatic, networking and political capacities by providing funding, strategic guidance, planning and project management, technical assistance, and training.
  • Develop solid and respectful working relationships with community-based partner organizations and grantees. Maintain an in-depth knowledge of their organizational conditions, programs and projects. 
  • Work with other staff in developing strategic collaborations with and among community-based organizations, anchor institutions, and other corporate, civic and public sector organizations to leverage LISC’s capabilities.
  • Assist in preparing and managing program budgets, in consultation with the Program Officer. 
  • Assist in contracts management for grants/contracts between LISC and community-based organizations, through the lifecycle of the contract, including drafting, monitoring compliance, evaluating performance, and maintaining contractual records. 
  • Assist with coordinating grants/contracts between LISC and its funders. 
  • Assist with coordinating contracts between LISC and its consultants.
  • Work in partnership with the Resource Development and Communications team to identify program funding needs and opportunities, prepare supporting materials, and ensure coordinated external communications.
  • Performs additional duties, as needed.

Qualifications

  • Bachelor’s degree from an accredited college or university required.
  • Minimum 3 years’ experience in community/economic development or related field. Program or project management experience in or with community-based organizations is strongly preferred.
  • Working knowledge of the economic, political, and social environments of Philadelphia, especially lower-income neighborhoods, organizations, and community development efforts.
  • Experience and knowledge in government contracts management and compliance a plus.
  • Keen interest in and commitment to the community development mission of LISC.
  • Strong project management skills.
  • Interact with a diverse range of individuals and organizations, including but not limited to, residents, community development organizations, public agencies, private developers, funders and lenders.
  • Attention to detail and deadlines, especially in the areas of contracts management and reporting.
