    Description

    Democracy International (DI) is seeking to hire a Program Officer II on its Global and Rapid Response Programs (GRRP) team. The PO II will work across a dynamic portfolio of programs, including:

    • Justice, Rights, and Security – Rapid Response Assistance Activity (JRS-RRA), which is a global rapid response program designed to respond to urgent needs and windows of opportunity related to justice, human rights, and security with short-term, high-impact initiatives.
    • IDIQ management, including working to position DI institutionally to respond to task orders related to local capacity development, peacebuilding, rapid deployment and response, and analytical services.
    • Headquarters-managed global, regional, or country programs, including programs with unique management needs and sensitivities.

    The Program Officer II may be reassigned or asked to contribute to other programs depending on organizational needs. As a member of the GRRP team, this role will be based in DI’s home office in Bethesda, Maryland. We will only consider applicants who are based in the DC area and able to work in-office on a hybrid schedule.

    Experience with USG-funded programs is strongly preferred, and a passion for democracy, human rights and governance is a must. They may be expected to travel between 15 and 30% of their time, depending on program needs.

    Essential Job Duties:

    Programmatic

    • Support program implementation for multiple concurrent JRS-RRA initiatives where DI is a technical lead or supporting partner, including supporting the contracting and deployment of technical expertise and the issuance of subgrants.
    • Support GRRP leadership to provide oversight to the JRS-RRA consortium, including reviewing and commenting on project and financial reporting, tracking activities and opportunities, and start-up and close-out of JURIS interventions.
    • Support program implementation on other GRRP programs as assigned, potentially related to transitional justice, peacebuilding, and/or political transitions.
    • Contribute to the design and drafting of concept notes and proposals for program initiatives in response to USAID requests for JRS-RRA support and DI-identified interventions, including background research, outreach to local partners and stakeholders, and identification of technical experts and resources.
    • Lead the After-Action Review Process in cooperation with the MEL Specialist and oversight from GRRP leadership.
    • Support the integration of the CLA Framework into the program cycle under GRRP-Leadership guidance.
    • Contribute to and/or lead the drafting of reports, work plans, and other deliverables.
    • Review and/or draft USAID approval requests and other significant communications.

    Administrative

    • Responsible for procurement, grants, finance, personnel, project management, and general operations with oversight from GRRP Leadership.
    • Manage procurement processes in the home office. This includes: 1) writing and reviewing scopes of work (SOWs); 2) managing vendor selection; 3) reviewing deliverables to ensure quality and fit with program goals; 4) providing ongoing support to junior staff and field-based personnel on procurement systems and rules to ensure quality and compliance DI and client policies.
    • Support GRRP leadership in creating accurate budget projections, budget tracking and analysis, and drafting budget realignment requests.
    • Maintain team’s task tracker and support GRRP leadership to track and follow up on outstanding tasks.
    • International travel required, expected to be 10-15% of time.

    Secondary Job Duties:

    • Provide mentorship and direction for more junior staff and interns;
    • Provide surge support for the GRRP team on other projects as needed.

    Qualifications:

    • Master’s degree in international development, political science, public administration, social science, or other relevant field and 4 years of relevant work experience OR a Bachelor’s degree and six years of relevant work experience;
    • Experience supporting USAID or USG-funded projects strongly preferred;
    • Knowledge, experience, and/or interest in justice, human rights, or security sector reform, transitional justice, peacebuilding, and/or political transitions;
    • Experience developing and managing budgets, and knowledge of basic budget and accounting procedures;
    • Experience contributing to work plans, program reports, and project proposals;
    • Knowledge of USG rules and regulations, specifically related to contracts and grants and the procurement of services;
    • Familiarity with the Collaborating, Learning, and Adapting (CLA) framework in international development projects;
    • Highly organized and able to prioritize multiple tasks and meet dynamic client deadlines while maintaining strong attention to detail;
    • Demonstrated ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
    • Experience living and working outside the U.S.;
    • English fluency and excellent verbal and written communication skills required. Professional proficiency in one or more additional languages in highly desired, particularly Russian or Arabic;
    • Proficiency with Microsoft Office Suite and relevant computer software skills.

    Reporting:

    • This position will report to the Program Manager, Global and Rapid Response Programs
