SUMMARY


Housing and Development Advisors (HDA) is seeking a Senior Associate to join its team of consultants who support affordable housing efforts in Virginia. The Senior Associate will be responsible for working with the President, Vice President and other (two) Senior Associates at HDA to execute both short-term and long-term client projects. This Senior Associate position will manage clients and execute projects related to policy research, program analysis and implementation, affordable housing development, and project financial/logistical feasibility.


HDA seeks a candidate with interests in urban planning and affordable housing who wants to use and develop skills in real estate finance, policy creation and implementation, organizational management, racial and economic justice tools and lenses, and land use planning. These skills are brought to bear on our client work through a variety of projects.


ABOUT HDADVISORS


HDA provides housing-related consulting services to non-profits, housing authorities, local governments, lenders, and other community development organizations. HDA provides feasibility, financial, and development consulting services for affordable housing and other community development projects. HDA is often engaged by clients for short-term (3 to 18 month) contracts as well as long-term ongoing contracts to manage and run small non-profit initiatives. The new Senior Associate will work on a mix of these engagements. 


PRIMARY RESPONSIBILITIES AND DUTIES


  • Develop processes, policies, and best practices for new affordable housing programs within existing or emerging organizations.
  • Apply for affordable housing funding through competitive grant applications on behalf of clients.
  • Lead a team of technical experts (engineers, surveyors, architects, etc.) in site evaluation and feasibility for new affordable housing projects.
  • Maintain compliance and documentation with a wide array of funding sources.
  • Convene stakeholder groups and community/resident groups as part of outreach efforts during new programs to ensure inclusion of under-represented voices in policy and project discussions.
  • Maintain project financial projections and fund source requirements, and create pro formas to analyze project financial feasibility.
  • Research national and state best practices in affordable housing policy and become familiar with existing policies at the state and local level in Virginia.
  • Work with local government officials and other elected decision makers to make policy changes. 


MINIMUM QUALIFICATIONS


  • Evidence of project management skills, including the ability to strategize and delegate within a team environment.
  • Five years work experience in housing, program coordination, office management, non-profit/government or equivalent industry experience.
  • Strong personal commitment to affordable housing and the role it plays in our communities.
  • Demonstrated understanding of structural racism and the ways white supremacy operates in institutions. Personal commitment to growth and development on racial equity and diversity issues, including capacity to support others on such issues. 
  • Verbal and interpersonal communication skills with the ability to listen, engage, persuade, and diplomatically handle challenging interpersonal situations with stakeholders in a wide range of roles and from diverse backgrounds.
  • Comfort with speaking publicly in front of small and large groups.
  • Willingness to travel within Virginia for work. (Estimated 6 overnight engagements per year.)
  • Fluent in technology platforms including Microsoft Office, Google Suite; proficient with communication platforms. 
  • Bachelor's degree.


PREFERRED QUALIFICATIONS


  • Master’s degree in urban planning, public policy, or related field.
  • Experience with geographic information system (GIS) tools including ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, or similar software.
  • Proficiency in Spanish.
  • Experience with real estate financial modeling.

TERMS OF EMPLOYMENT


  • This is a full-time position with an option for a three-quarter time position based on the desires of the chosen applicant.
  • Some evening and weekend work is required to accommodate certain client and project meetings. 
  • Salary range is $60,000 to $70,000 for the full-time position option, negotiable based on applicant’s experience and qualifications.
  • Benefits include paid vacation and sick leave, health care premium reimbursement, and matching funds for retirement savings.
  • This position will offer a mix of remote and in-person office space work options. However, the chosen applicant must be based in the Richmond, Virginia region.
