Position Description

EnCompass seeks key personnel Assessment and Design Team Leader candidates for an anticipated five-year United States Agency for International Development Bureau for Development, Democracy, and Innovation (USAID/DDI) Inclusive Development Hub task order. The Inclusive Development Activity for Mission Support (IDAMS) task order will support USAID Missions and DC-based Operating Unites to better engage and support marginalized under-represented populations and/or people in vulnerable situations (i.e., children in adversity, ethnic/religious minorities, Indigenous Peoples, LGBTQI+ people, persons with disabilities, victims of torture and those with unmet mental health needs, and youth) as well as issues stemming from intersecting identities, in the development of their communities and countries. Tasks under IDAMS may include: 1) promoting Inclusive Development Analysis to increase Mission/OU capacity to pursue an inclusive development approach through expanding knowledge of the needs of marginalized and underrepresented groups and/or people in vulnerable situations; 2) providing technical assistance to reduce barriers in developing and managing inclusive development projects; and 3) utilizing focused research to expand the general knowledge base of programming for marginalized and underrepresented groups and/or people in vulnerable situations.

The Assessment and Design Team Leader shall be an upper mid-level to senior level professional with significant experience designing and conducting mixed-method researchassessment and analysis, and evaluation, informing program design and strategy, and facilitating learning and knowledge sharing. The Assessment and Design Team Leader will also bring experience providing technical assistance to strengthen capacities for program design, implementation and evaluation that reflect Inclusive Development principles and approaches. The Assessment and Design Team Leader must have applied and/or academic experience in working with marginalized/vulnerable groups, in sectors such as, but not limited to, cultural anthropology, human rights, conflict mitigation/prevention, public health, and general development. The Assessment and Design Team Leaders will also have significant experience working with, soliciting feedback from, and facilitating projects with members of the intended beneficiary populations for programming addressing: Children in Adversity; Disability Rights; Physical Rehabilitation, and Assistive Health Technologies; Inclusion and Equity; Indigenous Peoples; LGBTQI+ People; Mental Health; and Youth. Previous experience as a Team Leader with a strong reputation for developing high quality deliverables and facilitating and maintaining excellent collaborative working relationships with USAID staff, counterparts, other contractors, and international organizations and donors is required. Additionally, Assessment and Design Team Leader candidates must have a demonstrated track record of success in managing many people toward the achievement of shared goals.

The position is contingent upon Activity award and level of effort will vary according to Activity Team.     

Position Duties and Responsibilities 

Essential functions:

  • Support the development of responses to USAID requests, draft technical scopes of work, and identify and assemble teams to implement work across the three objective areas
  • Lead the design and implementation of Activity tasks, managing Activity task teams and providing overall technical and management oversight to ensure quality of task implementation
  • Engage in technical work of the Activity, serving as a subject matter expert, Team Leader or Team Member on specific Activity tasks based on scope of work and area of focus
  • Promote sustainability of activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening
  • Facilitate knowledge management and sharing across Activity tasks, partners and USAID Missions and Operating Units; ensure a culture of learning, continuous improvement, and adaptive management
  • Ensure compliance with USAID requirements
  • Other duties as assigned

Qualifications

Academic Qualifications

  • Minimum of a bachelor’s degree required; Master’s Degree preferred

Experience and Skills

  • A minimum of 8 years of experience leading teams, designing programs, conducting assessments and other analytical studies and/or facilitating capacity strengthening activities in support of addressing and incorporating Inclusive Development priorities and approaches
  • Demonstrated and significant experience applying approaches that invite engagement of marginalized and underrepresented groups and/or people in vulnerable situations in support of program design, assessment and capacity strengthening activities required
  • Demonstrated experience with approaches for mixed-method assessment and research study design and analysis, and for engaging, participatory learning activities highly preferred 
  • Knowledge of the USAID program and budget cycle and Agency policies and strategies highly preferred
  • Experience managing complex relationships with a variety of stakeholders at different levels; experience mentoring staff and working with international and national consultants and staff
  • Demonstrated leadership, strategic thinking/planning, management, and presentation skills required 
  • Ability to develop, mentor and empower teams and staff to achieve successful and sustainable outcomes
  • Excellent communication, writing, reporting and presentation skills; mature and demonstrated intercultural and interpersonal skills required
  • Familiarity with diversity, equity, and inclusion (DEI) best practices in hiring and recruitment processes
  • Ability to travel to USAID missions globally, as necessary
