The candidate will assist the Monitoring Team Director for Public Catalyst in coordinating all aspects of the Court-appointed monitors’ work evaluating, documenting, and reporting on the Defendants’ compliance with the Court’s permanent injunction. The candidate will report directly to the Monitoring Director for Public Catalyst and work closely with the court-appointed monitors and team. The position works remotely from home.

General Responsibilities

· Assisting the monitoring team in tracking and analyzing information received from Defendants and seeking out other critical information necessary to support compliance with the monitors’ production requests of data and information from the Defendants, tracking timeliness, thoroughness, and compliance;

· Researching and analyzing regulation and policy questions raised by the monitors’ work;

· Completing tasks associated with compliance monitoring of provisions within the permanent injunction, as assigned;

· Assisting with drafting, coordination, and collation of information needed to complete various portions of the monitors’ reports to the Court in close collaboration with the Monitoring Director and the monitors;

· Collaborating on analyses and drafting of reports, charts, and graphs, as well as designing materials and presentations to support the monitoring work in close collaboration with the Monitoring Director;

· Facilitating and coordinating overall work of the team and information sharing between various full-time members of the monitoring team and consultants;

· Communicating and participating in liaison work with the State as necessary to support and coordinate access to information by the monitoring team;

· Conducting data and information verification, and analysis of demographic, caseloads, investigations, training and other data; and         

· Staying abreast of emerging developments in federal and state child welfare law, regulation and policy. 

Qualifications and Essential Attributes

· Bachelor’s degree and demonstrated commitment and experience working on behalf of children and adolescents or related field

· Approximately four to seven years of relevant experience but may vary depending on background and experience

· Passion for public policy and systemic change; familiarity with best practice in child welfare investigations is also desirable

· Ability to manage multiple assignments in a timely manner

· Demonstrated excellence in research, policy analysis, and written communication

· Excellent interpersonal and communications skills

· High degree of organization and professionalism

· Attention to detail

· Ability to lead when necessary and to work well in cooperation with team

· Success in roles requiring independent execution of multiple tasks, agility, and ability to prioritize

· Proven ability to work with efficiency, flexibility, and positive attitude

· Ability and comfort working in remote work environment is essential.

· Required to pass a federal criminal history screening and sign a confidentiality agreement in order to access confidential case information

· Occasional travel to the state and the Public Catalyst office in New Jersey may be required beginning in mid-2021
