$73,284 - $92,693+ $3,026 annual location pay

The incumbent will coordinate and manage the grants program under the New York State  Environmental Protection Fund and Legislative Initiatives; Hurricane Sandy Disaster Relief, National Maritime Heritage Act, other programs as provided by the National Historic Preservation Act; the Federal Highway Administration Recreational Trails Program, and any other funding sources for the New York City region. The selected candidate applies technical expertise in overseeing procurement requirements. The incumbent works closely within this Agency in processing the resulting Grant related contracts, to ensure compliance with established policies, procedures and statutes.

Specifically, the selected candidate will be expected to:

Meet with State and local officials, community organizations, and special interest groups to discuss funding and procedural issues regarding grants programs;

Reviews the processing of the project applications and identifies priority projects for consideration;

 Prepares grant agreement program appendices and reviews proposed changes to project scope and budget for amendments, advises grantees on contract billing and payment vouchers to ensure compliance with requirements; evaluates appraisals, deeds, surveys and other legal documents;

Reviews and evaluates procurement procedures assuring a competitive bidding process in compliance with requirements;

Conducts audits of expenditures and maintains financial records and recommends release of funds;

Conducts on-site inspections of projects including final inspections and post-completion inspections as needed;

Collaborates with other regional staff across the State and Albany Bureau staff to develop Bureau  processes, procedures, documents and materials;

Serves as clearing house for information and technical assistance regarding grant programs including preparing/conducting grant workshops, provides technical assistance on alienation/conversion issues;

Learns and competently utilizes a variety of State and agency portals and databases for the successful management and completion of projects;

Works with Regional Director to manage special projects as needed.
