This position is with the Higher Education Coordinating Commission, Office of Research and Data.

  • There is one permanent, full-time position located in Salem, Oregon.

The primary purpose of this position is to serve as the program manager of the Office of Research and Data and to partner in developing and managing a comprehensive statewide strategy for research and data in postsecondary education and economic and workforce development. This position will accomplish that in the following four ways: 1) providing leadership in identifying, acquiring, managing, and integrating education data for HECC, 2) evaluating and improving the use of education data for the purposes of centralized reporting, progress in equity, comprehensive analysis, performance measurement, planning and policy development, 3) providing effective recommendations, designing and implementing plans to change policy direction based on the results of research and analysis, and 4) leading the development of research studies both in the agency and with external constituent groups, the results of which have direct policy implications for HECC and state policy.

To be considered for this position you must meet the following minimum qualifications (required skills):

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Law, Political Science or any degree related to Statistics, Economics, or Sociology; AND five years professional-level evaluative, analytical and planning work related to higher education, workforce training or development, and/or policy analysis or development at the state, local or federal level.


  • Any combination of experience and education equivalent to eight years of professional-level evaluative, analytical and planning work related higher education, workforce training or development, and/or policy analysis or development at the state, local or federal level.

Requested Skills (Desired Attributes):

  • A Master's or Doctorate Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Law, Political Science or any degree related to Statistics, Economics, or Sociology. 
  • Demonstrated excellence in public policy research;
  • Detailed understanding of Oregon higher education;
  • Strong management or lead work experience;
  • Skill in collaborative problem-solving and collegial relationship-building with partner agencies and stakeholder groups to ensure commitment to common goals;
  • Possess superb communication (oral and written) and interpersonal skills;
  • Have a high degree of flexibility and work demand tolerance, adapting easily and maintaining ability to deal with shifting priorities, changing demands and continuous ebb and flow in the resolution of issues;
  • Demonstrated experience in providing collaborative leadership to other research team members, education programs or initiatives;
  • Experience with monitoring and evaluating budgets;
  • Demonstrated ability to convene and support diverse groups in a way that encourages engagement, active listening and group problem solving;
  • Demonstrated ability to correctly assess the political and institutional environment in which decisions are made and implemented;
  • Demonstrated ability to manage work/projects with minimal supervision, creating quality products from general guidelines;
  • Demonstrated ability to bring enthusiasm for transformation and innovation;
