POSITION TITLE: Coordinated Enrollment Specialist

LOCATION: Washington Service Center

DEPARTMENT: Early Learning Program

REPORTS TO: As Assigned

GENERAL DESCRIPTION:

The Coordinated Enrollment Specialist will participate in the implementation of coordinated enrollment functions in the Hub region, including support of the coordination of recruitment, eligibility, selection, and placement of children and families in Preschool Promise. Identification and recruitment includes seeking out and identifying children who potentially qualify for early childhood programs, completing the paperwork necessary to establish their eligibility and supporting their placement into an appropriate program. 

The position will be the main contact to connect families with community resources and working in collaboration with Preschool Promise providers to support families with referrals to community resources. The position will also work in collaboration with early childhood programs across the region to ensure full enrollment of all participating publicly funded programs, and support hub planning for future collaboration in recruitment, eligibility, selection, and placement into programs.

QUALIFICATIONS: Knowledge, Skills and Abilities Required:

1. Bilingual - Must be able to read, write, and speak fluently in English and Spanish.

2. Associates degree with two years related working experience; or Bachelor’s degree, ideally in Early Childhood Education, Social Work, Marketing, Program Management, Business Administration or another related field; or equivalent combination of education and experience. 

3. Experience in an educational or family services agency setting such as a preschool or childcare is a plus. 

4. Community development /capacity building and outreach experience. 

5. Demonstrate a high level of communication/interpersonal skills and the ability to work effectively with children, parents, school personnel, and community members from diverse cultures and backgrounds

6. Ability to work independently on complex and varied tasks without direct supervision, and to work effectively under tight timelines

7. Ability to plan for upcoming problems or opportunities that will improve or enhance outcomes and services or avoid problems. 

8. Background and Fingerprint Based Criminal History Verification clearance

9. Ability to travel and possess a valid Oregon State Driver’s License and automobile insurance

10. Scheduling flexibility required in order to work weekend and/or evening hours occasionally as needed

11. Ability to complete accurate and timely reports

12. Ability to operate standard office equipment and experience with Microsoft Office suite (Word, Excel, Outlook, PowerPoint) and Google Suite and experience with data entry

ESSENTIAL FUNCTIONS: Include the following. Performs some or all of the following tasks. Other duties may be assigned.

1. Supports the planning, coordination, implementation, and organization of recruitment, eligibility, selection, placement, and maintenance of 100% of funded enrollment for assigned programs in accordance with parent choice, pre-established prioritizing criteria and Early Learning Division regulations and guidelines.

2. Works collaboratively with the Early Learning Hub director and other designated Hub staff to develop and execute a publicly funded preschool recruitment strategy that focuses on the region’s priority populations as defined in the Hub region’s Early Care and Education Sector Plan.

3. Implements in partnership with local and regional community organizations, childcare and preschool programs, a regional recruitment plan and associated activities.

4. Collects required eligibility documents. Conducts eligibility screening and selection to determine acceptance into the Preschool Promise Program and ensures compliance with Early Learning Division and program guidelines.

5. Ensure full enrollment in Preschool Promise program and other participating publicly funded preschool programs, tracks slots available in participating programs, and works quickly to fill any vacancies throughout the program year.

6. Works in partnership with Hub Director to build relationships with Head Start, Early Childhood Special Education, school district operated preschool programs, and any other publicly funded preschool programs to facilitate collaboration and the coordination of enrollment.

7. Serves as a liaison between families, providers, and community resources for families, and promote community resources, events and related activities to families.

8. Connects providers and the families they serve to resources and programs that serve family needs (ex. housing and utility support, mental health services, Inclusive Partners, and Early Intervention).

9. Facilitate data collection and analysis for the purposes of improving program quality and coordinated enrollment process.

10. Participates in gathering and compiling information for the regional Early Care and Education Sector Plan and local Head Start grantee Community Needs Assessment. 

11. Independently prepare, maintain, and disseminate records/files; retain and retrieve files, data, and related information requiring knowledge of department procedures and compliance with policies defining the hub work

12. Keep accurate, complete, and FERPA/HIPAA-compliant provider and child/family records.

13. Compose, reviews, edit, and proofread documents and reports and presentations

14. Initiate completion of regularly recurring and on-demand reports as needed for correspondence and compliance or other reporting

15. Attend professional development activities offered or as requested by supervisor

16. Cultivate and model a respectful working environment

17. Work collaboratively with and communicate effectively with staff and customers at all organizational levels

18. Develops and organizes systematic processes to manage schedules and timelines

19. Maintain regular and consistent attendance and punctuality

20. Perform other duties and responsibilities as assigned
