Director of Operations

Overview

The mission of the Department of Neighborhood Development (DND) is to improve Boston’s neighborhoods and provide critical services to its residents. To that end, DND oversees programs that create and preserve affordable housing, support homeowners, assist small businesses and neighborhood commercial districts, provide housing and support services to homeless individuals and families and dispose of city-owned property. To accomplish the work of the department, DND employs approximately 140 FTEs in eight divisions: Director’s Office, Administration & Finance, Policy Development & Research, Boston Home Center, Neighborhood Housing Development, Supportive Housing, Office of Housing Stability and Real Estate Management and Sales.

 

 Under the direction of the Director for the Department of Neighborhood Development and Cabinet Chief for Housing, the Director of Operations is responsible for overseeing the day-today management and operations of DND.

 

Responsibilities

 

  • Leads the implementation of new internal processes and management tools to streamline workflows and drive internal efficiencies.
  • Collaborates with division staff to develop performance management strategies that improve the quality and speed of service delivery and funding.
  • Coordinates DND’s strategic planning, goal setting, budget development and performance evaluation.
  • Provides operational and program support to the divisions’ Deputy Directors, Assistant Directors and Operations.
  • Managers to help ensure that service and production goals are being realized.
  • Directly manages the Director’s Division workgroups, including Innovation and Technology, Marketing and Communications.
  • Enhances DND’s overall external customer service.
  • Works closely with the Administration and Finance/Human Resources Unit on personnel matters and assists with union negotiations.
  • Develops and manages relationships with other City Departments, state and local governmental entities, community development corporations, external stakeholders and program constituencies.
  • Carries out special projects and initiatives, such as the department’s continued response to the COVID-19 pandemic, and its commitment to building a robust diversity, equity and inclusion lens within its work.
  • Perform related work as required.

Minimum Entrance Qualifications

 

  • Five (5) years demonstrated senior management and/or operational experience.
  • Bachelor’s degree in Government, Public Policy, Community Planning and Development, Business Administration, Operation Management or other related fields required. Advanced degree is preferred.
  • Appropriate educational substitutions will be considered.
  • Effective personnel management skills, including leading hiring processes, managing and supervising staff, and disciplinary procedures.
  • Strong verbal and written communication skills including the ability to effectively represent the priorities of the department to City leadership and external partners.
  • Ability to build consensus among diverse stakeholder groups and to move critical projects forward in the face of competing priorities.
  • Experience analyzing operational systems and implementing policies, processes, or management tools to drive organizational change and efficiencies.
  • Excellent negotiation, writing, presentation, organizational and supervisory skills.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Experience evaluating and implementing new technology solutions to address operational needs is preferred.
  • Operational experience in a government agency, non-profit, or community-based organization committed to neighborhood development or community development programming is preferred.
