PROGRAM MANAGER- CHILD PROTECTIVE SERVICES

The Department of Family Services is seeking qualified applicants with a demonstrated interest in providing protective services for children, youth, and families, to join as the Child Protective Services (CPS) Program Manager. CPS is a fast-paced and challenging work environment where the Program Manager works alongside the Assistant and Deputy Directors to align the program with the strategic direction of the organization and is required to be available to staff outside of normal business hours, on an as-needed basis, to provide back-up and consultation to the 24/7 CPS evening/on-call worker.

The successful candidate is an accomplished leader with proven abilities in the following areas:

  • Providing direct clinical and administrative supervision, mentoring, and coaching of staff
  • Formulating administrative and operational strategies for program development, quality assurance, and program improvements
  • Promoting the implementation of best practices in service delivery
  • Monitoring service delivery to ensure consistency and compliance with state and local policies and procedures
  • Developing and monitoring performance measures and outcomes
  • Managing and oversight of contract invoicing, effectiveness, incident reporting, and discharge planning
  • Hiring staff, conducting performance evaluations, and providing regular performance feedback
  • Establishing standards for quality work, staff selection, training needs, and retention
  • Managing and monitoring program budget and expenditures
  • Knowledgeable of state mandated and locally administered child protective services policies
  • Collaborating with other DFS programs, human services agencies, and community-based organizations to identify and address client and community needs
  • Assisting staff in resolving programmatic or employee disciplinary concerns

This position will respond to inquiries and requests from senior managers, clients, community members, the Board of Supervisors, and other elected and appointed officials, serving as the agency representative on local, regional, and state level committees. The candidate should have experience in performing in a public sector human services organization with diverse programs and client populations; a comprehensive understanding of the dynamics of child welfare and the impact of trauma on individual and family functioning, and community impact; professional knowledge and direct experience with family systems theory, crisis theory, and trauma informed system of care; the ability to contribute to meaningful dialogue to influence change; and cultural awareness and humility to address complex needs of diverse populations.

HIRING RANGE is $66,638 - $91,627 Salary Commensurate with Experience

  • Bachelor's degree in social work or other human services related field (Master's degree in social work preferred); five (5) years related work experience including one (1) year of supervisory or team lead experience; or equivalent combination of education and experience.
  •  Evening and weekend availability will be necessary to meet the needs of the program and division. The appointee must have the ability to use automated technology and be able to operate keyboard-driven equipment. Visual acuity is required to read data on computer monitor. Employee may be required to lift up to 15 pounds.
  •  Employment is contingent on successful results of DMV, criminal, credit background, and CPS checks.
