Executive Management Officer

Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $300 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. 

Job Summary

The Los Angeles Homeless Services Authority (LAHSA) seeks a strategic leader with knowledge and expertise of the homeless services landscape who will support the Executive Director in providing leadership and oversight for LAHSA’s day-to-day functions and staff. The Executive Management Officer will hold the vision of the Executive Director and be a strategic partner to meet organizational goals and advance our mission. The candidate should have demonstrated competence in and the ability to lead and manage others through a lens of diversity, equity and inclusion. The role will have both internal- and external-facing responsibilities, ranging from organizational and operational development to system-wide planning.

LAHSA has grown dramatically over the last three years and now serves as the backbone entity of the region’s homeless rehousing system driving system-wide strategy, execution, and active system performance management in addition to the administration of over $450mm in program funding. LAHSA is a Joint Powers Authority as authorized by the City and County of Los Angeles and serves as the HUD collaborative applicant for the Los Angeles Continuum of Care. The Los Angeles Regional Homeless Response System serves as many as 100,000 individuals experiencing homelessness annually, is comprised of 8 regional service areas, 300+ service provider agencies, and 88 governmental jurisdictions. 

Essential Job Functions

·       Member of the Expanded Executive Team and Reports directly to the Executive Director. This position has delegated authority to fulfill all agency-wide responsibilities.

·       Responsible for implementing organization-wide strategy to execute and deliver on the vision of the Executive Director.

·       Represents the Executive Director and acts as the liaison between key legislative, congressional, community, business, and provider and lived experience leadership.

·       Disseminates information and communicates ideas on behalf of the Executive Director. Responds on behalf of the Executive Director to issues that arise, both internal and external.

·       Acts as a strategic advisor to the Executive Director and senior management, facilitates communication across departments.

·       Ensures timely and effective completion of special projects with high political visibility.

·       Develops and implements change management strategies for large-scale organizational initiatives.

·       Supports internal and external strategy deployment, improved agency operations, and internal system management planning and performance functions.

·       Monitors and advises on staff expansion or reassignment of responsibilities for maximum organizational benefit.

·       Oversees the work of the Director of Equity to implement LAHSA’s diversity, equity and inclusion initiatives.

·       Oversees the work of the Project Management Office to prioritize projects, enhance processes across departments, and streamline operations.

Knowledge, Skills & Abilities:

The successful candidate must believe in the mission and core values of LAHSA and be driven by the mission. The candidate should demonstrate a passion for breaking new ground to lead social change. Beyond that, we are seeking a candidate that has proven experience in managing within a complex organization and a demonstrated ability to both lead and build the capabilities of a driven, bright, diverse team.

The ideal candidate will have demonstrated executive leadership skills and abilities, especially regarding managerial courage, dealing with ambiguity, strategic agility, and innovation management. The ideal candidate also will have prior experience in homeless services and racial justice within a large public sector or non-profit organization. Desired personal characteristics include strong communication skills, and the ability to work with diverse stakeholder groups and authorizing environments. Training and Experience

·       Solid professional experience and educational background. 

·       Undergraduate degree preferred; MPA, MPP, MSW, MBA or similar advanced degree highly desired. 

  • Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.
