Operations Manager - IT CONTRACTS MANAGER

BCIT is seeking a IT Contracts Manager. The IT Contracts Manager negotiates all aspects of the information technology group purchasing process for the agency. The IT Licensing and Contract Manager reports directly to the Chief of Staff on all strategic matters relating to contracts, agreements, grants, and subcontracts for the agency.

This individual will be expected to:

 ·        Act with transparency and integrity.

·        Provide both strategic and tactical leadership

·        Avoid siloes and demonstrate a commitment to solving the problems and challenges that impact BCIT in a unified manner.

·        Lead highly skilled professionals in a fast-paced environment with an emphasis on timely and quality service delivery.

·        Provide thoughtful and constructive oversight guided by the strategic priorities, mission, vision and values of BCIT.

·        Utilize expertise to continuously improve BCIT as a whole and better serve the City of Baltimore community.

·        Consistently work to streamline, increase efficiency and provide frictionless interactions for our customers.

  Operations Manager responsibilities may include but are not limited to:

  • Lead negotiation of all information technology agreements including contract terms and revisions of agreements with vendors, funders, partners and subcontractors
  • Lead the development and implementation of revised policies and procedures that enable the agency to effectively manage different forms of agreements

·        Ensure Contract Management works effectively and efficiently with all relevant leaders to facilitate all contract and subcontract processes in a timely manner

·        Manages vendor contracts to ensure BCIT and Baltimore City compliance, vendor compliance, security, price competitiveness, utilization and market trends.

 

·        Provide advice and guidance to managers regarding contract requirements and terms; ensure appropriate teams are alerted to any changes and lead the implementation of any revision of policies and procedures required

·        Lead the review and revision of contract SOPs, support documents and templates, and where necessary, devise and ensure implementation of improvements that continue to adhere to Baltimore City’s policies and regulations

·        Oversees the evaluation of contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations.

·        Maintain an organized system of physical and digital records.

·        Assists in the development of cost reporting of expenses, corporate savings programs and recommendations for further “cost cutting” opportunities.

·        Work with Finance and Program Directors to ensure financial health of contracts

·        Build and manage relationships with key internal and external stakeholders as needed to achieve the mission of the agency.

·        Perform other related duties as requested.

Required Skills, Knowledge and Abilities

  • In-depth knowledge of negotiating contracts, subcontracts and grants.
  • Ability to think strategically and problem-solve as part of BCIT’s leadership group

·        Ability to plan, organize, and direct the work of others.

·        Ability to present recommendations clearly and concisely

·        Ability to exercise judgment and discretion in applying and interpreting departmental policies, laws, rules, regulations and procedures.

·        Ability to develop and administer program procedures.

·        Ability to effectively train, motivate and monitor a staff working on complex issues

·        Ability to speak and write effectively.

·        Ability to maintain confidentiality of sensitive information.

·        Ability to communicate effectively with co-workers, staff of other agencies and the general public.

·        Ability to work independently

 

 

Minimum Education and Experience Requirements

 

Experience.

·        A bachelor’s degree in business administration is required.  A Master’s degree in Business Administration preferred.

  • Five (5) years of experience of full cycle contract management, paralegal, procurement or other comparable experience.

·        Knowledge of CitiBuy and Core Integrator software preferred

·        Demonstrated success leading large scale initiatives with enterprise level impact

·        Knowledge of large business or government environment, service requirements and culture

·        Experience in managing vendor/Service Provider relationships and large contracts

·        Solid understanding of hardware purchases, software licensing and contracts preferred

 

Equivalencies: An equivalent combination of education and experience. Non-supervisory experience or education may not be substituted for the required supervisory experience.
