California Volunteers, Office of the Governor is the state office tasked with engaging Californians in service, volunteering, and civic action.

Since 2020, California Volunteers has launched several historic initiatives including Governor Newsom’s California Climate Action Corps, the country’s first statewide climate corps program; the #CaliforniansForAll service initiative launched in response to COVID-19 to establish a volunteer corps to support the state’s response to emergencies and disasters; and Operation Feed California, a volunteer program created to stabilize California food bank operations.

As part of Governor Newsom’s California Comeback Plan, California Volunteers received a nearly $400 million investment in service to expand and create new programs.

Led by the state’s Chief Service Officer, Josh Fryday, California Volunteers is supported by a bipartisan 25-member Commission and a team of experts driven by a mission to empower and mobilize all Californians to volunteer and serve in their communities.

Position Description:

Under the supervision of the Accounting and Procurement Officer, the Accounting Assistant is responsible for state operations payment processing, reconciliation, and other duties as required. The Assistant performs a variety of accounting tasks around cash disbursements/payments and reconciliations and leverages the state fiscal system (Fi$Cal) and the office’s Salesforce system to provide support around invoice payment, programmatic closeout, and general accounting reporting and workload.

Duties:

•  Assist the Accounting and Procurement Officer with processing state operations procurements related to licenses, subscriptions, and state operations contracts.
• Review state operations payments, providing reconciliation on expenses and encumbrances and ensuring all required information is accurately recorded and documented.
• Provide reports, leveraging the state fiscal system Fi$Cal, on purchase orders and encumbrances.
• Develop purchase orders and review encumbrance documents (e.g., Std. 215 forms) drafted by procurement and grants management staff.
• Support local assistance grants payment processing, when applicable.
• Utilize California Volunteers’ grants database(s), when applicable, to support payment processing, reporting, and reconciliation.
• Support the reporting of the Federal Funding Accountability and Transparency Act (FAFTA) Subaward Reporting System (FSRS), following a quarterly reconciliation.
• Other duties as assigned.

Qualifications:

• Education: College graduate preferred, with a degree in accounting or a related field of study.
• Ability to use spreadsheet, database, and internet-based data management applications. Proficient in Microsoft Word, Excel, and Outlook.
• Ability to manage multiple priorities and objectives.
• Good organizational skills and attention to detail.
• Good analytical and critical thinking skills.
• Strong written and verbal skills.
• Ability to develop and organize internal processes and systems.
• Ability to work in a team environment.
• Knowledge of state accounting and budgeting systems and rules, including State Administrative Manual (SAM), State Contracting Manual (SCM), CaleProcure, and Fi$Cal, is a plus.
