DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The City of Houston’s Housing and Community Development Department (HCDD) seeks to create a city in which every resident has an affordable home in a community where they can thrive. Partnering with non-profit, governmental, and local entities, HCDD strives to strengthen Houston’s neighborhoods, provide true housing choice and execute the Mayor’s vision for One Houston with complete communities throughout. Since Hurricane Harvey, HCDD is managing more than one billion dollars dedicated to helping low and moderate-income families recover. 

To achieve this vision, HCDD is seeking a Public Information Officer (PIO) to join its team to serve as spokesperson, communicating information and addressing questions for media and public activities.

 Key Responsibilities

  • Develop and implement proactive media relations plan to support HCDD’s mission and programs.
  • Manage the daily operations of a public information section, including overseeing staff responsible for public information requests and events coordination.
  • Represent the department as spokesperson and act as a liaison between the department and the community. Attends various civic, council and business meetings, public dedications, and other public-event activities.
  • Oversee the preparation and distribution of responses to all media requests, information interviews, public inquires, ensuring accuracy and timeliness. Support the City Council liaison in ensuring timely responses to City Council requests.
  • Promote departmental activities through appropriate media channels, events, press releases, media advisories, and other strategies.
  • Prepare speaking points for HCDD Director, Senior Staff, and Mayor for HCDD projects/activities.
  • Participate in the development of press releases, thought leadership articles and other collateral.
  • Support leadership during media interviews
  • Monitor and respond to public feedback relative to departmental activities and progress.
  • Oversee Texas Public Information Act requests for the department.
  • Other duties as assigned.

This is a grant funded position subject to cancellation when funds are depleted and/or contract period ends.


 WORKING CONDITIONS   

This position is physically comfortable. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

MINIMUM EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Journalism, Public Relations, Public Administration or a closely related field. 

MINIMUM EXPERIENCE REQUIREMENTS

Five years of progressive professional experience in media, public relations or a closely related field are required. 

MINIMUM LICENSE REQUIREMENTS

None

PREFERENCES

Experience in an outreach role that includes public speaking to a wide array of stakeholders and audiences, including those with special needs.
