The New York State Office of the Attorney General (OAG) is seeking a candidate to serve as the full-time Director of Human Resources. The agency employs 1,800 employees across 20+ sites across New York State, including attorneys, auditors, investigators, analysts and support staff.
As a senior leader in the agency, the Director of Human Resources leads the human resources department and drives the agency’s people strategy. The Director serves as an expert advisor, confidante and executive coach to executive management. Critically, the Director provides leadership to the agency in the strategic implementation of statewide staff selection and placement, talent management, organizational design and development, employee and consultant relations and statutory compliance. The Director is also involved in helping to create and maintain an inclusive and diverse workplace and ensuring compliance with HR standards, working closely with operations, finance and legal bureau management.
This position will be based in Albany, NY, with periodic statewide travel. The Director serves as agency liaison with the Department of Civil Service Governor’s Office of Employee Relations, Division of Budget, Office of the State Comptroller, and various managed service providers on human resources issues. The Director reports to the Chief Operating Officer.
Duties and Assignments
Works with HR Management in support of the following responsibilities:
Organizational culture & development
· Establishes, implements and drives an effective people strategy, enabling OAG’s talented team of HR professionals to execute HR strategies and initiatives aligned with the overall business strategy
· Inclusively and pro-actively develops talent, empowers individuals, and manages diverse teams to drive engagement and performance
· Manages an effective employee relations program; implements an effective communication plan to keep employees current with organizational changes, new or modified policies and procedures, and other issues affecting the workplace
· Works with bureau management to implement organizational changes and translates program area goals into specific assignments to appropriate staff
· Provides guidance for the agency’s employee learning and training programs, as well career path development
· Promotes performance management principles and practices that monitor and accurately assess employee performance on a continuous basis
· Spearheads the annual performance management process for all employees
· Directs the agency’s labor relations program, which includes advising managers, conducting negotiations, administering contracts, administering discipline and grievance procedures, engaging employee representatives in dialogue, and participating in labor/management committees meetings
· Sets priorities for pending or competing requests for personnel resources or services
· Collaborates with executive staff members to identify suitable candidates to fill vacancies
· Oversees process for recruitment, salary and determination, vetting and onboarding of employees, in partnership with management and Legal Recruitment
· Directs the classification and allocation of positions and employee oriented services
HR systems and processes
· Oversees the processing and maintenance of personnel and attendance records and payroll transactions; ensures compliance with applicable laws, rules, and regulations
· Supervises the communication and administration of employee benefit programs consistent with negotiated agreements, and federal and state laws, rules and regulations
· Strong Human Resources Generalist background; 10+ years of related professional experience with at least 5+ years in HR management
· Track record of identifiable and measurable successes in managing a complex organization, implementing operational change, continuously driving improved performance, and ensuring high standards
· Experience acting as an executive coach, working with Senior level management to manage employee relations
· Strong communication and interpersonal skills. Ability to authentically build trusted relationships, gain consensus and maintain a collegial, positive work environment
· Collaborative team player, with excellent active listening, negotiation and presentation skills
· Knowledgeable of Human Resources systems and proficient in MSOffice (Word, Excel, PowerPoint)
· Must have in-depth knowledge of labor laws and HR best practices
· Master’s degree or equivalent professional designation (SPHR, and/or GPHR) not required, but preferred
