Purpose

This is a professional position designed to implement disaster recovery programs under the Office of Community Development/Disaster Recovery Unit (OCD-DRU). The position will oversee or assist in the administration of disaster recovery programs in observance of federal and state statutory requirement and regulations and policies. This position requires a particular knowledge of aspects of disaster recovery, disaster CDBG programs, FEMA programs and other federal and state recovery initiatives and key disaster recovery entities and organizations.

Essential Functions

(Duties are illustrative and not comprehensive. Responsibilities may vary with individual assignment.)

Provides technical assistance to grantees, to assure that all projects and expenditures comply with federal rules and regulations and program agreements. 

Provide specialized guidance on recovery program areas, as it relates to policy and implementation. 

Assists the division in interpretation and understanding of specialized program directives, best practices, applicable regulations, and legislation. 

Coordinates with key partners and agencies for special disaster recovery needs and in the area of specific technical expertise. 

Provides highly responsible and complex technical support in specialized recovery effort to division Director or designee and OCD management.    

Managing assigned programs, to include:

·        Recognizing issues and implementing changes to the program structure as needed to create more efficient and effective results

·        Scheduling and conducting regular meetings and trainings with sub-recipients/grantees

·        Tracking and documenting the status of each project/program in coordination with the data management team

·        Reviewing and approving Cooperative Endeavor Agreements for assigned programs

·        Reviewing, evaluating and providing recommendations to Manager on grantees’ applications and amendments.

·        Planning, organizing and conducting workshops or technical assistance outreach to grantees, sub-recipients, local officials, consultants and contractors relative to implementation of funded projects.

·        Lead or significantly contribute to the development of a new program and its policies and procedures

Acting as a liaison and reporting agent to internal staff and other state agencies by:           

·        Working with Contract staff to establish terms of Cooperative Endeavor Agreements

·        Completing and submitting periodic performance reports to Team Lead, Manager and Director

·        Providing monthly project updates to Team Lead, Manager and Director for HUD reports, as requested

·        Communicating problems and recommended resolutions to Team Lead, Manager and Director

·        Coordinating reviews, approvals and comments from various state agencies involved in reviewing and approving projects

Ensuring compliance with program rules and federal and state regulations by:

·        Reviewing and approving engineering cost estimates submitted with all new applications for reasonableness of costs projections.

·        Reviewing and approving plans, specifications, and final cost estimates submitted for projects for needs and appropriateness as defined and accepted by the Office of Community Development and issue authorization for the public bidding process which will be conducted at the local level.

·        Reviewing and approving proposed engineering solutions to existing problems submitted with all new applications to determine the feasibility of the proposed solutions and to determine whether or not the proposed solutions are reasonable and appropriate.

·        Reviewing and approving all requests for architectural and engineering fees associated with projects funded through the Office of Community Development including basic engineering, inspections, topographic surveying, boundary and property surveying, geotechnical engineering, construction layout and staking, testing, sanitary sewer evaluation surveys, etc.

·        Reviewing and approving change orders on ongoing construction projects resulting from unknown conditions that arise during construction. The review will be conducted for necessity, appropriateness and reasonableness of costs; i.e., approving program and budget, quality standards, technical requirements, industry standards, program requirements, policies of Office of Community Development, regulatory requirements, and terms of the construction contract.

·        Investigating any engineering problems, on a case-by-case basis, that may arise during the construction phase of a project and assist project engineers in promulgating solutions. If required, conduct on-site inspections of Office of Community Development funded construction projects to ensure performance by engineers and contractors including reviewing for supervision by contractor, quality of materials used and proper installation and operation of equipment. Ensure that the architect/engineer enforces compliance with the construction documents, quality standards, and construction industry standards.

·        Verifying and approving payments to the construction contractor at the conclusion of the project based on change orders resulting from “as-built” quantities and construction retainage.

·        Providing engineering assistance to the Director, Assistant Director, and staff of the Office of Community Development regarding accepted engineering practices and the planning and construction of assigned projects. 

·        Representing the Office of Community Development and provide information regarding the CDBG Program to federal, state, and local government officials, state legislators, and others. Respond to current issues, changes in federal and/or state laws, and potential impacts to the CDBG Program.

·        Participating in and conducting training, conferences and other continuing education programs to keep Current with technology and federal and state program requirements.

Qualifications:

A baccalaureate degree in civil engineering, construction management or other related field plus three years of professional level experience in construction management and/or project management.

A Master’s degree from an accredited college or university may substitute for three (3) years of the required experience. 

Preferred Qualifications

Knowledge of Community Development Block Grant

Knowledge of Federal Emergency Management Agency Public Assistance Program

Professional experience with communications/public relations

Experience coordinating with multiple departments/agencies/businesses

Experience in reviewing construction cost estimates for reasonableness

Experience in reviewing and approving construction project specifications, plans, change orders, payrolls, etc.

Experience managing budgets, timelines and expenditures to ensure compliance
