Temporary Exempt (TEX): This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer. The duration of the appointment shall not exceed 36 months.


Position Description:

Under the direction of the Director of Community Benefits at the San Francisco Public Utilities Commission (SFPUC), the Equity and Inclusion Manager will perform a broad range of work including project management and implementation, policy development, and analysis. This position will coordinate closely with the SFPUC’s External Affairs Bureau, other SFPUC divisions, and external stakeholder groups on community benefits matters related to SFPUC operations and investments, and specifically SSIP.


Essential Duties: 

• Implement the Economic Inclusion and Opportunities Framework within the Agency’s multibillion-dollar Sewer System Improvement Program

• Collaborate with the Director to craft SFPUC's public policy priorities and strategy to advancing those priorities

• Develop, evaluate and advocate policy and procedures of SFPUC's core mission and evaluate the impact of SFPUC's proposed legislation, regulations, law, and related issues.  

• Generate policy recommendations on a variety of complex policy and legislative issues that relate to the water, wastewater, and power enterprises, as well as Infrastructure and Finance bureaus of the SFPUC 

• Coordinate the development of legislative and advocacy strategy at the state and federal levels - drafting position statements, talking points, issue briefs, comment letters and other responses to statutes, regulations, and policies proposed by legislators

• Maintain strong, collaborative working relationships with SFPUC staff by communicating effectively with SFPUC staff regarding relevant policy proposals, legislations, regulation or trends

• Collaborate with membership associations and other external stakeholder groups to advance complimentary policy 

• Perform related duties as assigned

MINIMUM QUALIFICATIONS

Minimum Qualifications

Possession of a bachelor’s degree from an accredited college or university in political science, public administration, public policy, law or a related field; AND 

• Five (5) years of progressively responsible experience in policy development, legislative advocacy, and government relations with a public or non-profit entity, of which two (2) years includes supervisory experience.  


Desirable Qualifications

The stated desirable qualification may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

• Possession of Master’s or Law Degree in Public Policy, Planning, Sociology, Political Science, Public • Administration or closely related field from an accredited college or university.

• Experience developing or implementing social and economic equity strategies, policies, or programs for low-income, disadvantaged communities. 

• Experience developing or implementing policies related to economic development, workforce • development or educational development 

• Experience in coalition building and development of cross-sector partnerships to advance policy goals.
