About the Role:

The success of the Paid Family and Medical Leave Program relies on the implementation of an end to end technology solution in support of DFML objectives. The design, build, deploy, operate and maintenance of this solution is led by DFML and supported by Agency and Commonwealth IT.

DFML is the Commonwealth’s first digitally native state agency and leverages modern, cloud-native technological components (portal, API, claims processing and contact center technologies) to form an integrated solution. Each technical component is supported by a dedicated support team which includes state and vendor resources. This program represents a major change for Massachusetts residents and the Department wants to make sure that our business processes provide an excellent claimant experience.

The Business Systems Analyst is the key DFML team member responsible for understanding and identifying ways to improve the claims processing system user experience. The Business Systems Analyst must be capable of communicating these business needs to members of the DFML leadership and technical teams. The Business Systems Analyst will design, document, and implement business processes and a customer service model that revolve around the needs of DFML’s operational staff as they support claimants through the Paid Family and Medical Leave application process, and through the duration of claimant leaves. This position will be responsible for research and analysis that focuses on DFML’s claims processing system and how it is used to support business operations as part of an integrated system. The Business System Analyst will be a proactive advocate for a high quality user experience, ensuring that DFML staff are able to do their jobs successfully and efficiently and provide excellent support to constituents.

 

Responsibilities:

  1. Researches department needs and document these needs as clear business solution and operational requirements
  2. Prioritize requirements and write user stories
  3. Manages and supports expectations of program stakeholders through analysis of information obtained from various sources including public outreach, constituent inquiries and social media
  4. Analyzes, designs, and documents business processes from the DFML operational staff’s perspective throughout the entirety of the program throughout the application and leave processes. Ensure that operational functions and appropriate information needs are managed properly, using automation where possible.
  5. Works with business teams, technical teams, and other to ensure a quality end-to-end experience and continuous improvement
  6. Defines clear acceptance criteria for solution features that will be used by developers and Product Owners.
  7. Develops a plan for surfacing information from automated tests and determining whether the features meet acceptance criteria.
  8. Reviews changes in State and Federal regulations with legal counsel to identify the impact on business processes and systems and to recommend modifications as necessary
  9. Other duties as assigned.

 

Preferred Knowledge, Skills & Abilities:

  • Strong interest in the challenges of public-sector service design.
  • Demonstrated experience in a role with similar responsibilities where you were identified as the “functional lead” that designed and implemented a new operational solution supporting new business processes and technologies.
  • Demonstrated experience in describing and implementing new business operational processes and solutions within complex / matrix organizations. 
  • Demonstrated experience in defining leadership level operational metrics and management functions, detailed business support processes, detailed technology processes, enabling a high-quality high availability solution within a regulated environment. 
  • Ability to document and communicate complicated concepts clearly and concisely through both writing and oral and visual presentation.
  • Ability to influence stakeholders and work closely with them to identify acceptable solutions.
  • Ability to quickly grasp technology concepts, and to learn and use new technology tools.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:  Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis, program administration, or program management or (B) any equivalent combination of the required experience and the substitutions below.

 

Substitutions:

I. A Bachelor's degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of two years of the required experience.*

 

II. A Graduate degree with a major in business administration, budget management, public administration, industrial engineering or industrial management may be substituted for a maximum of three years of the required experience.*

 

III. A Bachelor's degree or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience.*

 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. 

     

NOTE: Educational substitutions will be permitted for a maximum of three years of the required experience.
