The Louisiana Office of Community Development/Disaster Recovery Unit (OCD-DRU) is the administrating agency of Community Development Block Grant Disaster Recovery (CDBG-DR) programs and projects. Funding from these projects and programs address the long-term recovery from Presidentially Declared Disasters.

Following the Great Floods of 2016, the State of Louisiana was allocated $1.7 billion in CDBG-DR and $1.2 billion in mitigation assistance. OCD-DRU obligated $1.3 billion of the award to fund Louisiana homeowners with rehabilitation, reconstruction, elevation and buyout grants through the Restore Louisiana Homeowner Program.

The Housing Recovery Program Director serves as the principal for policy and program implementation related to housing recovery programs. The Director will be responsible for management of staff and administration of a team of contractors that perform a wide variety of case management, technical, financial, construction and administration duties related to all disaster recovery housing programs. The Program Director ensures the allocation and use of recovery funds is compliant with federal and state statutory requirements, regulations and policies. The position will report to the Executive Director on status and operation of the program and for overall approval of program management.

Essential Functions

1. Administrative

  • Prepares and recommends to the Executive Director policies and guidelines for the planning and implementation all housing recovery programs administered by the Disaster Recovery Unit.
  • Monitors and manages daily program operations of all housing program initiatives including the Restore Louisiana Homeowner Program. Additionally, the Director develops short and long-term goals and objectives along with coordinating these activities and efforts with all contractors, vendors and the Louisiana Housing Corporation (LHC).
  • Ensures policies and procedures are followed and assists in resolving complex problems that require professional-level input with all contractors involved in execution of Restore Louisiana Homeowner Program, the Road Home Program and CDBG-D housing initiatives implemented by LHC.
  • Directs effort related to HUD closeout plan and requirements for current housing programs and any future housing programs administered by OCD-DRU.
  • Exercises direction and supervision of housing policy and program development initiatives by assigning task orders, setting priorities, and evaluating job performances of contractors.
  • Supervises the preparation of the various statutorily required reports. Reviews and approves reports and correspondence compiled by OCD-DRU related to Restore Louisiana Homeowner Program for the Executive staff, which frequently flows to legislators and elected local officials.
  • Formulates a budget for the housing recovery programs along with monitoring the budget throughout the fiscal year. Approves expenditures and evaluates program delivery and cost effectiveness. Closely monitors vendor budgets, outputs and limitations associated with vendor budgets.
  • At the direction of the Executive Director, represents the OCD-DRU in meetings with the Commissioner of the Division of Administration, Assistant Commissioner, Governor’s office staff, federal officials (area, regional and national), mayors, local officials, members of Congress, legislators, officials of state agencies, and other interested groups on matters related to single and multi-family housing programs.
  • Administers professional services contracts that support the efforts of the Housing section, including developing RFPs, evaluating proposals, selecting providers, and managing the delivery of services.
  • May be directed to represent and testify in court matters such as litigation or criminal charges relative to the OCD-DRU programs. Will coordinate these requests closely with the Executive Counsel and Executive Director.
  • Manages assigned state agency staff and team.
  • Reviews, manages and monitors vendor budgets and activities for compliance with contract terms and conditions.

2. Policy and Process Planning

  • Visualizes and defines administrative planning needs by analyzing the housing program concepts, mechanics and performance requirements of the State plans for administration of these programs. Determines the needs, overall goals and plans for the single and multi-family housing programs.
  • Monitors and manages vendors to ensure program standard operating procedures and processes are effective, efficient and compliant with program policies.
  • Establishes within OCD-DRU and with program vendors, adequate staffing levels and comprehensive minimum standards in support of the States’ housing recovery goals and objectives; monitors and evaluates efficiency and effectiveness of service delivery methods and procedures; and allocates resources accordingly.
  • Contributes to the preparation of the State Disaster Recovery Action Plan and amendments, which defines and prioritizes statewide housing recovery objectives and designs plans to meet loca1 governments’ needs in the housing stock improvements. Responsible for working with policy team to ensure housing content is accurate.
  • Coordinates with the policy, legal, accounting, facilities management and audit staff of the OCD-DRU to assist in program development and implementation while evaluating compliance with the many federal and state laws and regulations.
  • Represents the OCD-DRU at seminars and workshops on topics related to disaster recovery efforts. Coordinates outreach on programs to applicants, public organizations and private sector.
  • Assists colleagues in preparing evaluation reports and other correspondence to housing contractors related to findings of deficiency or contractual deliverables and provides corrective action. Facilitates meetings with OCD-DRU staff, consultants, contractors, etc. regarding proposed and on-going projects to resolve areas of concern.
  • Gathers and analyzes statistical and performance data and prepares performance status and works with the Reporting function of the agency to meet reporting requirements for OCD-DRU.

3. Communication

  • Maintain adequate monitoring and reporting systems (Grants Management software) to ensure the adequacy, quality, and timeliness of State housing program work. Hold and conduct regular contractor meetings, to include the communication of and training of program policies and targets.
  • Contribute to regular communications calls by identifying program challenges and opportunities that are of interest to the public.
  • Establish and maintain a cooperative relationship with housing organizations, non-profit organization, and contractors in a manner that demonstrates an understanding of other housing programs.
  • Communicate complex ideas clearly, concisely, and effectively both verbally and in writing to staff and contractors. Prepare and present clear and concise administrate and financial reports.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Minimum Qualifications:

A baccalaureate degree in a business or technical discipline; a Master’s degree is preferred.

Ten (10) years of experience managing staff, project management, and/or program implementation.

Preferred Qualifications:

  • Project management qualification (Project Management Professional or equivalent)
  • Juris Doctorate
  • Experience working with high-profile and/or federally-funded recovery programs
  • Knowledge of Community Development Block Grant – Disaster Recovery or other federal compliance requirements.
  • Professional experience with communications/public relations
  • Experience serving elected officials and the public, and working across department lines.
