Under the general supervision of the HIV Housing Programs manager, the HIV Housing Specialist performs a variety of activities related to HOPWA and MOHCDs HIV Housing services, including the Plus Housing program. Specific activities include but are not limited to assisting in informing, strengthening, supporting, monitoring and evaluating MOHCD client inquiries via email and phone; maintaining effective communications to a broad variety of stakeholders including nonprofit organizations, other City departments, and other external partners, especially those organizations focusing on the City’s most vulnerable communities as identified by the Department’s Consolidated Plan.

The HIV Housing Specialist performs highly detailed work in a variety of functional areas, such as: rental assistance, including client eligibility determination and authorization of direct financial assistance, problem solving for prospective clients, data evaluation of HIV rental assistance services and programs, community planning and stakeholder convening; and program evaluation, planning, and reporting. The HIV Housing Specialist at the Mayor’s Office of Housing and Community Development also performs related duties as required. 

Major duties of this position include:

1.      Work under supervision of the HIV Housing Programs Manager on housing and community development, including the Tenant Based Rental Assistance (TBRA) program and the Plus Housing program.

2.      Provides technical assistance to TBRA grantee with tenant unit transfers, HQS inspections, annual income certification, rent increase requests, drafting of RTAs and HAP contracts, management of tenant files and documents, and program implementation.

3.      Provides program information and support services to prospective MOHCD clients regarding HOPWA programs and various HIV housing services

4.      Manage and maintain TBRA client information for HUD monitoring purposes, including monthly updates to tenant rosters.

5.      Assist the HIV Housing Programs Manager with the management of the Plus Housing waitlist, to include: updating the waitlist, contacting applicants and checking the Plus Housing email on a regular basis.

6.      Performs related duties and responsibilities as assigned.
