Description

The Camden City School District is in the midst of a transformative period marked by progress. Since 2012, the graduation rate has increased from 49 percent to 70 percent while the dropout rate has decreased from 21 percent to 12 percent. Across all District schools, staff are focused on providing the appropriate supports to students to ensure they are successful. In the past few years, this focus has included a shift toward restorative practices and trauma-informed care, which has led to declining suspension rates and increased attention on school climate and culture.


ROLE OVERVIEW

The Senior Manager, Procurement (“Sr. Manager”) will play a key role in supporting schools by overseeing how the District purchases what it needs to serve students. The Sr. Manager will work closely with the Senior Director, School Support; Senior Manager, School Nutrition; and the Assistant Business Administrator. This position reports directly to the School Business Administrator.


MINIMUM REQUIREMENTS

  • 2 years’ relevant experience required
  • Expert knowledge of NJ public school procurement laws, regulations and practices
  • Hold or be willing to obtain a NJ Qualified Purchasing Agent (QPA) license
  • Bachelor’s degree from an accredited college or university
  • Experience conducting qualitative and quantitative analysis and utilizing results to develop policies and guidelines
  • Criminal history background check, physical and proof of eligibility to work in United States


ROLE & RESPONSIBILITIES

Major responsibilities of the role include, but are not limited to:

  • Purchasing work stream
  • Manage implementation of purchasing procedures, ensuring compliance with all relevant laws, regulations and policies
  • Stay informed of any changes to relevant laws, regulations and policies and recommend policy and process changes as needed
  • Support SBA in improving and communicating purchasing processes and procedures
  • Establish and maintain procedures for custody and control of assets and records, including, in particular, public advertisements and contracts
  • Support SBA in developing strategies for managing contracts
  • Accounts Payable work stream
  • Supervises and oversees all aspects of the accounts payable functions
  • Develops systems and procedures that ensure the timely and accurate payment to vendors
  • General responsibilities:
  • Supervise and evaluate Accounts Payable and Purchasing team
  • Manage staff to ensure efficient delivery of services
  • Manage and prioritize multiple simultaneous projects and tasks to meet the goals of the Division of Finance and Analytics and the District
  • Prepare reports as needed/requested
  • Establish and maintain relationships with individual and business partners
  • Implement changes in procedures in accordance with local, state, and federal guidelines
  • Collaborate with and support internal stakeholders on purchasing and accounts payable processes and procedures
  • Collaborate with colleagues in the Business Office to prepare for local, state, and federal reviews and audits
  • Supports projects and initiatives in other divisions and departments throughout CCSD on an as-needed basis
  • Performs other duties as assigned by the Supervisor or Supervisor’s designee
