Position Title - Operations Manager

Employer – Feather River Resource Conservation District

Status – Non-Exempt/ 0.7-1.0 FTE (30-40 hrs./week)

Location – Quincy, CA

Travel – Occasional travel may be required

Compensation – $17.00 to $27.00/hour

Primary roles – District administration, statute compliance and reporting, bookkeeping/accounting assistance, banking, grant administration, Board Secretary.

 


Organizational Background

The Feather River Resource Conservation District (RCD) is a non-regulatory, local government entity which advocates for resource conservation through education and collaborative efforts with willing landowners and organizations that promote economic and ecological sustainability. In existence since the 1940s, RCDs are local grassroots conservation delivery systems that identify local conservation problems and guide solutions on a voluntary basis. The RCD covers 86% of Plumas County, and includes the majority of the Upper Feather River Watershed.

 

The RCD has a budget of $3M and is exclusively grant and contract funded. The RCD is governed by a board of directors that is comprised of local landowners in the District. Position Summary

The Operations Manager position is a great opportunity for a detail-oriented person with a solid background in administration who wants to work for a mission driven organization. Reporting to the District Manager, and working under limited supervision, the Operations Manager is responsible for the general administration and financial management of the District, in coordination with outside accounting firm. This individual works closely with fiscal and program staff to ensure sound financial management of grant and contract awards, compliance with funding source guidelines, and effective delivery of the RCD’s programs.

 

The applicant must be familiar with a variety of administrative concepts, practices and procedures. They exhibit the competence and capability to efficiently and accurately complete the duties of the Operations Manager with a high level of quality. The applicant may direct and supervise the work of others. This position relies on personal experience and judgment to plan and accomplish goals, creativity and problem-solving skills are expected. The applicant reports directly to the District Manager, but also takes direction from the Board of Directors.

 


 

Responsibilities may include all or some of the following:

- Supervise and direct the work of junior administrative staff to effectively manage general administration of the District

 

Accounts Receivable/Grants Administration:

-Prepare all monthly/quarterly grant and contract invoices.

-Ensure timely submission and collection of receivables.

-Prepare weekly bank deposits.

-Reconcile financial statements to budgets and provide program staff with monthly reporting.

-Serve as the point of contact for staff and funders regarding financial management of awards.

-Work closely with program staff on budget development, amendments, and closeouts.

-Monitor individual grants, contracts, and related transactions for compliance with applicable funder guidelines and regulations, including matching funds requirements.

 

Accounts Payable/Payroll:

-Assist outside accounting firm in processing invoices, W-9 information and filing annual 1099's, semi-monthly payroll processing.

- Monitor AP and AR, managing cash flow accordingly.

- Manage vendor files.

- Perform weekly banking runs, reconcile credit card transactions.

 

General Financial Tasks:

- Assist with expense allocations and the monthly close out process, including adjusting journal entries and balance sheet reconciliations.

- Participate in the improvement of internal controls, fiscal policies and procedures.

- Support the annual budget process and financial audit.

- Assist with procurement.

- Prepare monthly financial reports and meeting minutes for Board meetings.

- Complete and file required financial, labor, and other annual reports with state and federal agencies.

 

Other Administrative Tasks:

- Manage District records on tasks such as tracking payroll, implementing District policies, policy improvement, assist with employee evaluations, handle sensitive information in a confidential manner, resolve administrative problems, etc.

- Develop and update administrative systems to make them more effective and efficient including but not limited to maintain computer and manual filing systems

-Provide general support to visitors; Provide information by answering questions and requests; Write letters and emails on behalf of the District and other office staff; Coordinate office procedures; Reply to email, telephone or face to face enquiries; Answer telephone calls and pass them on; duties such as filing, typing, copying, binding, scanning etc.; Research and create presentations; Maintain professional and technical knowledge by attending educational workshops;

- Assist in ensuring operation of equipment by arranging preventive maintenance; coordinating for repairs; maintaining equipment inventories; evaluating new equipment and techniques

- The position may require assistance with any of the following: grant writing, social media, marketing, web content, program development, and other duties as assigned.

Requirements:

- Associate’s degree or high school diploma and equivalent experience

- Proven administrative experience.

- Understanding of basic accounting and Generally Accepted Accounting Principles (GAAP)

- High level of proficiency with Microsoft Office and Quickbooks (or comparable accounting software) with very strong Excel skills.

- Detail oriented and with strong organizational skills

- Ability to learn on the job and take initiative to implement new policies, processes, and technologies

- Knowledge of office management systems and procedures

- Excellent time management skills and ability to multi-task and prioritize work

- Attention to detail and problem-solving skills

- Excellent written and verbal communication skills

- Always on time, if not early

- A fast learner who takes initiative

- Takes direction well

- Comfortable with open-ended assignments and wearing multiple hats

- Professional and personable

-Supervisory experience preferred

 

Work Environment

Work is performed in a professional office environment that includes operation of standard office equipment such as computers, phones, copiers, calculators, and filing cabinets. Moderate noise levels.

Physical Requirements

Ability to frequently remain in a stationary position; operate a computer and other standard office equipment; visual capacity to review and edit documents; converse by telephone and in person. Some bending, lifting up to 30 lbs., and grasping.

Compensation/Benefits

The Operations Manager compensation range is $17.00-$27.00/hour DOQ. Benefits for this position includes employee medical coverage; paid time off and holiday leave; and an employee assistance program.
