The ELC GRANT

As part of the CARES Act and Paycheck Protection Program and Health Care Enhancement Act  supplements, the Epidemiology and Laboratory Capacity for Infectious Diseases (ELC) program awarded approximately $11 billion in 2020 to help address the domestic response to COVID-19. To provide additional critical support to jurisdictions as they continue to address COVID-19 within their communities, $19.11 billion from the Coronavirus Response and Relief Supplemental Appropriations Act of 2021, P.L. 116-260, is being provided to ELC recipients who are local health jurisdictions (LHJ). These additional      resources, by law, are intended to “prevent, prepare for, and respond to coronavirus” by supporting testing, case investigation and contact tracing, surveillance, containment, and mitigation. Recipients are expected to build upon existing ELC infrastructure that emphasizes the coordination and critical integration of laboratory with epidemiology and health information systems to maximize the public health impact of available resources.


Alameda County was awarded an $11M allocation and a $54M allocation.


The ELC GRANT MANAGER

The ELC Grant Manager (Program Financial Specialist) will be responsible for coordination of grant planning, across the multiple allocations, State communications, grant reporting and compliance, and will work closely with the Sr. Financial Services Specialist assigned to ELC grant financial management.

 

Example of Duties:

Note: The following statements reflect the general duties considered necessary in order to describe the principal functions of the job as identified and shall not be considered as a detailed description of all the work requirements that may be inherent in the job.

  • Coordinate planning, management, budgeting, and reporting across all ELC funding streams;
  • Liaise with COVID response leadership, DCDCP Division Directors, and other HCSA leadership around program plans and funding needs, and coordinate planning for ELC Work plan and Budget development;
  • Work with COVID response leadership and fiscal leads to ensure no duplication of services or funding across other COVID funding streams (CARES, FEMA, IZ/Vaccination, other federal and state funding);
  • Complete ELC work plans and Budgets are submitted timely and in compliance with ELC requirements;
  • Liaise with the Health Equity Team and the Health Equity Coordinator to ensure that the Targeted Equity Investment Plan required by ELC is completed, submitted and tracked as required;
  • Liaise with State Health Equity Technical Assistance team to request (and to provide) technical assistance as needed;
  • Liaise with the State and participate in State provided ELC technical assistance opportunities, sharing information with County COVID response leads as appropriate;
  • Coordinate with and support content area/strategy leads to the extent possible to ensure that:
  • Work plan and funding support health equity goals;
  • Budgeted positions are hired/reassigned in a timely way;
  • Contractors and supplies/equipment are secured in a timely way;
  • Quarterly reports are updated and accurate across all 6 strategies for ELC2 and ELC3;
  • Budget modifications are requested as needed;
  • Work closely with ELC Fiscal/Budget manager to ensure alignment and coordination;
  • Monitor reporting metrics as needed in CalConnect (most reporting is automated to CDPH) and respond to State questions in a timely way; and,
  • Perform comparable related duties as required by management.

MINIMUM QUALIFICATIONS:

EDUCATION: The equivalent to graduation from an accredited four-year college or university 180 quarter units or 120 semester units) with major coursework in business or public administration, a social science or a field related to the program area to which assigned (Additional experience as outlined below may be substituted for the education on a year-for-year basis.); AND,

EXPERIENCE: The equivalent to three years of full-time, professional-level or supervisory work in the direct delivery of services to clients or the oversight of such services in the program area to which assigned, one year of which must have included program planning and evaluation, or in program administration, grants management or similar financial services.

(Possession of a Master’s degree in business, public administration, social science or a related field to the program area to which assigned from an accredited college or university, may be substituted for two years of the required experience.)
