Main Purpose Of Job

The Maryland Health Services Cost Review Commission (HSCRC) seeks a Chief of Grants Management to manage various HSCRC grants programs, including the development of the grant application process, selection process, monitoring and evaluation of grantees, and award management. The HSCRC operates various grants programs to support investments in population health and collaboration between hospitals, other healthcare providers, and community-based organizations. The HSCRC is the State agency responsible for regulating the quality and cost of hospital services in order to ensure all Marylanders have access to high quality healthcare services. The HSCRC leads the State's efforts to transform the delivery system and achieve population health improvement goals under the Total Cost of Care Model. Under this Model and through Maryland's unique All-Payer System, the HSCRC aims to improve health outcomes, enhance the quality of care, and ultimately reduce the total cost of care for Marylanders.

Responsibilities include:

  • Developing grant application process and managing the selection process
  • Develop reporting tools to capture qualitative findings, quantitative metrics, and financial information
  • Review report submissions to determine compliance with initial proposals
  • Work with HSCRC staff and contractors to determine grant ROI and other impact measurements
  • Identify and develop best practices for grantee use
  • Draft and distribute police memos to communicate changes in procedures, reporting, and financial policies
  • Provide communication on funding amounts, feedback on report submissions, and audit findings
  • Develop and distribute award notices

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in public policy, public health, or public administration, or a related field and at least five years of professional experience in grants management.

NOTE:

Education may be substituted for experience on a year-for-year basis.

Benefits

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
