As part of the CARES Act and Paycheck Protection Program and Health Care Enhancement Act supplements, the Epidemiology and Laboratory Capacity for Infectious Diseases (ELC) program awarded approximately $11 billion in 2020 to help address the domestic response to COVID-19. To provide additional critical support to jurisdictions as they continue to address COVID-19 within their communities, $19.11 billion from the Coronavirus Response and Relief Supplemental Appropriations Act of 2021, P.L. 116-260, is being provided to ELC recipients who are local health jurisdictions (LHJ). These additional resources, by law, are intended to “prevent, prepare for, and respond to coronavirus” by supporting testing, case investigation and contact tracing, surveillance, containment, and mitigation. Recipients are expected to build upon existing ELC infrastructure that emphasizes the coordination and critical integration of laboratory with epidemiology and health information systems to maximize the public health impact of available resources.
Alameda County was awarded an $11M allocation and a $54M allocation.
The ELC Grant Manager (Program Financial Specialist) will be responsible for coordination of grant planning, across the multiple allocations, State communications, grant reporting and compliance, and will work closely with the Sr. Financial Services Specialist assigned to ELC grant financial management.
