King County's Department of Local Services (DLS) is seeking a strategic, detail-oriented Finance Manager (Chief Financial Officer) to join our executive team. The Finance Manager will coordinate development of the department’s biennial and supplemental budget requests and manage the department's financial policy development and strategic long-range financial planning. The successful candidate will be responsible for finance and budget for the DLS Director’s Office, which includes one special revenue fund (biennial appropriation of ~$11.0 million) and one (proposed) capital projects fund (~$20.0 million), and will provide strategic financial input to the DLS divisions. This position provides management oversight of DLS’s finance, accounting and payroll systems and will work with the Deputy Director to lead development of finance and operations performance metrics. As a key member of our leadership team, the Finance Manager will serve as the top financial leader in the department, will be a strategic partner to department and division leadership, and will be part of the team tasked with addressing the challenge of funding Roads’ infrastructure. Additionally, the Finance Manager will lead or assist with the department response to major countywide initiatives, some of which include financial systems improvements, Best Run Government and Lean initiatives, and Anti-Racism and Pro-Equity efforts.

First round of interviews is tentatively scheduled for the week of December 14, 2020.

Scope of Job Duties: To be considered for this opportunity, you must, at a minimum, demonstrate knowledge, skill and ability to:

  • Act as key financial advisor to department and division leadership;
  • For financial and budget planning and issues, serve as the department liaison for the Office of Performance, Strategy and Budget; King County Council staff; and central Finance Business and Operations staff;
  • Prepare and oversee the DLS Director’s Office (DO) biennial operating and capital budget request and identify funding adjustments to meet the department's business and pro-equity needs;
  • Participate in the development and review of the biennial budget requests of DLS’s two divisions;
  • Oversee finance, contracts, and asset management functions for the DO;
  • Develop, with DO staff, the DO biennial business plans;
  • Review division business plans, with an equity lens;
  • Develop strategic policy on financial and budget issues;
  • Develop and implement the department's budget and financial policies and procedures and coordinate implementation with finance staff in the two DLS divisions;
  • Develop and implement the allocation model for the DO operating fund (funded by other King County departments);
  • Work with division senior management and other County staff in the analysis and evaluation of division rate proposals;
  • Together with the Deputy Director, develop an integrated system of financial, operational, and HR data dashboards for the department;
  • Make recommendations on opportunities to improve efficiency and reduce risk;
  • Ensure adherence to internal controls and update and maintain documentation of finance and accounting policies and procedures;
  • Serve as a key point of contact for auditors as well as manage, coordinate and respond to audits;
  • Support or serve as the DLS legislative liaison and oversee DLS proposed legislation preparation and submittal process;
  • Perform additional duties or special projects as assigned.

We are looking for candidates who have:

  • Financial management leadership experience in a public organization, operating within a complex multicultural and diverse government, communications, public relations and/or related environment;
  • Experience managing sensitive financial projects and programs in a political environment with multiple diverse stakeholders;
  • Effective communication skills and experience preparing and presenting financial spreadsheets and presentations to internal and external stakeholders;
  • Knowledge of the determinants of equity and support of the County’s anti-racism and pro-equity agenda;
  • A proven and action-oriented commitment to evolve self-awareness of racism, racialized systems, positional power, privilege and the realities of race and other socially defined categories (such as gender, gender identity, etc.);
  • A willingness to take risks as a leader to disrupt and dismantle racialized systems and structures and to help design and replace them with those that provide equitable opportunities for all to thrive;
  • Strong analytical skills;
  • Ability to successfully forecast financial needs for the department’s projects, programs and services;
  • Strong knowledge of current and future trends that affect King County in the areas of: Generally Accepted Accounting Principles, standard contract/procurement, budgeting, government fund accounting, auditing, statistics, rate setting and strategic planning;
  • A bachelor's degree with significant accounting coursework and increasingly responsible experience in budgeting, accounting, and financial analysis, OR any combination of education and experience that clearly demonstrates the ability to perform the duties of the position. A background in public policy is desirable.

We would love it if you have: 

  • Working knowledge of the Hyperion budgeting system and the Oracle/EBS financial system/Power BI;
  • Knowledge of Governmental Accounting Standards and techniques and the legislative process.

TEMPORARY TELECOMMUTING REQUIREMENT

The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
