This position is located in the Management and Reform (MR) Section of the U.S. Mission to the United Nations (USUN). The MR Section is responsible for ensuring the representation of United States Government interests and implementing U.S. policies in administrative, finance, budget, oversight and reform areas of the United Nations (UN) Secretariat based in New York. Including the coordination of U.S. positions on the UN’s multi-billion dollar budgets for the organization’s operations peacekeeping operations.

Responsibilities

Provides intra- and interagency leadership on a number of policy and financial negotiations with other USUN sections, USG agencies, and UN/international priorities and policies into UN policies, programs, and initiatives.

Lead analyst and expert on peacekeeping issues and mandates as well as UN Tribunals, leads intra- and inter-agency consensus building efforts, coordinating the work of USUN, DOS and other USG agencies.

Analyzing administrative and budgetary reports, for use by USUN executive staff, regarding the administrative and budgetary aspects of Un peacekeeping operations.

Provides policy direction and subject matter expertise in response to ongoing, regular requests from other mission sections and USUN and DoS senior leadership. Provides the sole expertise on budgetary peacekeeping and criminal tribunal issues.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

NOTE: Applicants must meet time-in-grade requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. All new employees to USUN (except Presidential and former USG employees who have served a trial period in the competitive service) are required to serve a one-year trial period.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service, which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

--Experience providing leadership in the analysis and bilateral and multilateral negotiation of policy and budgetary/financial issues affecting the funding.

--Experience providing intense negotiations for USG and International stakeholders.

--Experience providing policy formulation/coordination and administrative/financial management gap in USG relations with UN member states.

This position is an excepted service position covered by the United Nations Participation Act of 1945. Pursuant to the United Nations Participation Act, appointment to this position is made "without regard to the civil-service laws," which means that the selectee is not covered by many of the civil service laws that apply to civil service employees.
