DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The City of Houston’s Housing and Community Development Department (HCDD) seeks to create a city in which every resident has an affordable home in a community where they can thrive. Partnering with non-profit, governmental, and local entities, HCDD strives to strengthen Houston’s neighborhoods, provide true housing choice and execute the Mayor’s vision for One Houston with complete communities throughout. Since Hurricane Harvey, HCDD is managing more than one billion dollars dedicated to helping low and moderate-income families recover.


To achieve this vision, HCDD is seeking a Management Analyst IV (Senior Grant Systems and Reporting Analyst) to join its team. The person in this role is responsible for facilitating required federal reporting processes and associated program performance outcome measurement and accomplishment tracking. Candidates should possess advanced analytical and problem-solving abilities to provide insights that influence strategic decisions. Well-qualified candidates are self-motivated, with an aptitude for quickly interpreting and conceptualizing solutions to complex data, reporting, and systems issues.

 

Key Responsibilities

  • Acts as advanced subject matter expert for grant reporting systems, functions, and operations and drives problem resolution for complex grant system and reporting issues.
  • Designs and develops data collection systems, tracking mechanisms, and reporting templates, reviews and ensures tracking of required performance metrics and accomplishments, and analyzes program and activity data.
  • Develops periodic or ad hoc management reports/dashboards and performs advanced grant systems data analyses, including budget vs. actual, expenditure and accomplishment projection, timeliness testing, aging, point in time, or other elements.
  • Validates data through reconciliation of grant reporting and financial system data or other related comparative data.
  • Provides advanced technical assistance and training content for grants systems and reporting and other department personnel, including that related to data collection requirements.
  • Develops or informs standard operating procedures for all grant systems and reporting section activities and establishes and executes quality assurance procedures necessary to ensure data integrity.
  • Develops, reviews, and/or compiles federal or state grant reporting information, performs grant reporting systems data entry, and electronically submits reports to grantors in a timely manner, according to established regulatory requirements.
  • Reviews and interprets regulatory guidance and works to develop and maintain advanced program, grant, or grant system subject matter knowledge and maintains awareness of regulatory and systems changes which affect specific grant systems and reporting activities and ensures adoption through work practices.

This is a grant funded position subject to cancellation when funds are depleted and/or contract period ends.


MINIMUM EDUCATIONAL REQUIREMENTS 

Requires a Bachelor’s degree in Public Administration, Business Administration, Finance or a field closely related to the job.


MINIMUM EXPERIENCE REQUIREMENTS

Six years of professional experience in accounting, budget analysis, finance, public administration, public policy, or a field closely related to the job are required.


A Master’s degree in a field directly related to the job may substitute for two years of the above experience requirement.


PREFERENCES

Applications should clearly demonstrate experience in:

  • Reporting functions associated with the Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), Housing Opportunities for Persons with Aids (HOPWA), Emergency Solutions Grant (ESG), Community Development Block Grant – Disaster Recovery (CDBG-DR), and other federal, state, or local grants.
  • Researching and applying federal requirements associated with grant reporting systems.
  • Successfully managing multiple projects, priorities, and competing deadlines and rapidly adapting to changing production requirements and schedules.
  • Producing accurate, consistent, and timely reporting by extracting information from various applications and systems, manipulating data, and developing user friendly final outputs leveraging analytical tools such as Excel, Power BI, etc.
  • Performing budget, production, analysis productivity, analyses; developing financial models and forecasts; and proactively analyzing data in response to required or ad hoc reporting or to answer key questions from stakeholders.
  • Microsoft Word, Excel, PowerPoint, OnBase, Adobe Pro, MS Publisher or similar, MS Access or other database program/software, SharePoint, SAP, at an advanced level.
  • HUD grant reporting systems such as IDIS and DRGR; and have an ability to quickly grasp specialized software programs.
