Position Description:

The ARPA Fiscal Specialist works under the supervision of the Deputy Director of Finance and Administration and serves as the lead for ARPA fiscal compliance at California Volunteers. In addition to providing periodic audits of ARPA funded programs, terms and conditions, and training to staff on compliance measures and processes, the ARPA Fiscal Specialist will also draft reports to California Volunteers’ leadership on ARPA fiscal compliance related issues and opportunities for growth and improvement within organizational operations. The ARPA Fiscal Specialist will support procurement-related activities, when needed.

Duties:

·        Implement a risk management compliance program for ARPA funded programs.

·        Oversee ARPA fiscal grants management, including staff assigned to support grantmaking and invoice processing.

·        Provide periodic audits and “desk reviews” of contractor/grantee invoices and reports for ARPA funded programs.

·        Manage any federal Improper Payments Elimination and Recovery Improvement Act (IPERIA) requests associated with ARPA funded programs, including coordinating with programs to ensure timely submission of requested documents, etc.

·        Draft ARPA grant compliance reports for California Volunteers’ Executive team.

·        Provide recommendations for ARPA fiscal compliance training by outlining indicators and specific training to address systemic issues.

·        Coordinate ARPA-specific compliance training.

·        Assist staff in supporting contractor/grantee compliance with ARPA regulations.

·        Develop, implement, and monitor fiscal procedures for ARPA funded programs to promote and maintain efficient and accurate fiscal operations.

·        Liaise with outside agencies and other departments on ARPA fiscal matters, such as audits.

·        Monitor the fiscal aspects of ARPA contracts, grants, and service agreements with outside parties to ensure proper compliance with ARPA regulations, terms and conditions, including federal and state grant requirements, Office of Management and Budget Super Circular, etc.

·        Provide training to grantees, contractors, and staff (when applicable) on ARPA fiscal compliance processes and workflows to ensure effective fiscal management.

Qualifications:

-      Bachelor’s degree in accounting or related field of study.

-      Strong understanding of federal Office of Management and Budget (OMB) Super Circular Principles.

-      Understanding of Code of Federal Regulations (CFR), specifically, 2 CFR 200, is a plus.

-      Federal grants management experience strongly encouraged.

-      General understanding of budgetary processes, finance, auditing, and accounting is strongly encouraged.

-      At least 1-2 years of experience in fiscal compliance work is a plus, though not required.

-      Excellent attention to detail.

-      General understanding of federal and state government.

-      Strong written and verbal skills.
