Summary

The position is located in the Information and Communication Management Section of the US Mission to the United Nations (USUN/ICM) in New York City. The United Nations (UN) is an international organization committed to maintaining international peace and security, developing friendly relations among nations and promoting social progress, better living standards and human rights.  The primary purpose and aim of the USUN is to assist the President and the Secretary of State carry out United States policy at the United Nations, and to advise and inform the Department of State on matters vital to U.S. interests.

This position serves as an Information Technology Specialist and technical authority in the Information Communication Management Section.  The incumbent provides up-to-date technical guidance and assistance to USUN staff on a range of IT functions, to include operating systems, communications, database management, and systems administration that shape the information infrastructure of the USUN, ensuring interoperability, integration and operations for the base of hardware and software and the continuity of operations.

Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Serves as a technical expert in the planning, design, development, implementation and maintenance of hardware, software, and communications technology.
  • Resolves difficult and complex server, network, and system administration problems, as well as difficult and complex problems in the installation and control of application software, diagnosis and recovery of failed systems.
  • Creates, develops and implements strategies for populating, testing and maintaining databases.
  • Oversees implementation of technologies to ensure information systems reliability and accessibility.
  • Provides feedback to IT management regarding system performance and emerging issues, particularly issues affecting operational availability.
  • Provides presentation support including delivery, set up, adjustment and operation of a variety of audiovisual (AV) equipment, managing of studio wiring (conference rooms, video production rooms, streaming studio) requiring knowledge of live streaming hardware, software and services.

Travel Required

Occasional travel - You may be expected to travel for this position.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.  If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-12 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Completing thorough and accurate work independently, even in the most difficult or stressful situations.
  2. Customer Service - Resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; recommending procedural changes based on customer needs.
  3. Oral Communication - Conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding.
  4. Problem Solving - Solving complex or sensitive problems by participating in the development of strategic alternatives; identifying possible conflicts and shared benefits; helping a team anticipate problems and identifying and evaluating potential solutions.

AND

Have at least 1 full year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

-Experience analyzing customer requirements, providing assistance and guidance and coordinating a range of IT issues.

-Experience providing audiovisual assistance to staff conducting presentations and/or conferences.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. 

There is no substitute of education for specialized experience for the GS-12 position.

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Completing thorough and accurate work independently, even in the most difficult or stressful situations, and occasionally reviewing work completed by others.
  2. Customer Service - Resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluations of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
  3. Oral Communication - Conveying complex information or ideas to customers and key stakeholders; presenting information in a well thought out and convincing way, demonstrating confidence in the facts and ideas; using various methods to explain and convey information.
  4. Problem Solving - Solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs.

AND

Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

-Experience providing technical guidance and resolution on complex problems and project, including end user desktop services and software application customer support; planning and coordinating the development, installation, and support of new and modified systems.

-Experience making recommendations on implementation strategies to include sources, funding, and fielding of applicable technologies for future systems.

-Experience providing audiovisual support for briefings and reporting tours in order to provide professional quality broadcast, livestream, and recording of outreach projects.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-13 position.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. This position is an excepted service position covered by the United Nations Participation Act of 1945. Pursuant to the United Nations Participation Act, appointment to this position is made "without regard to the civil-service laws," which means that the selectee is not covered by many of the civil service laws that apply to civil service employees.
