California Volunteers, Office of the Governor is the state office tasked with engaging Californians in service, volunteering, and civic action.

Since 2020, California Volunteers has launched several historic initiatives including Governor Newsom’s California Climate Action Corps, the country’s first statewide climate corps program; the #CaliforniansForAll service initiative launched in response to COVID-19 to establish a volunteer corps to support the state’s response to emergencies and disasters; and Operation Feed California, a volunteer program created to stabilize California food bank operations. As part of Governor Newsom’s California Comeback Plan, California Volunteers received a nearly $400 million investment in service to expand and create new programs.

Led by the state’s Chief Service Officer, Josh Fryday, California Volunteers is supported by a bipartisan 25-member Commission and a team of experts driven by a mission to empower and mobilize all Californians to volunteer and serve in their communities.

Position Description:

Under the general direction of the Director of Strategic Communications and External Affairs, the Communications Director manages the Communications Unit and all staff supporting the overall communications strategy and digital messaging. The Communications Director directs staff supporting the communications and messaging of the department. The Communications Director works closely with the Governor’s Office and agency communications directors on public information messaging for the state. A high-paced office responsible for responding to disasters.


Communications Strategy

·      Develop strategy for and offer insights into how communications can strengthen the mission and impact of the organization and then have the drive and grounding to make it happen, all the while keeping the big picture and remaining responsive and able to pivot in an ever-changing environment.

·      Develop and implement communications strategies, including: the development of press releases, press kits, media plans, and other strategies that highlight the work of California Volunteers, its programs, and national and state initiatives in collaboration with the Governor’s Press Office; the expansion of California Volunteers social media presence; the development of California Volunteers promotional materials; and the development and editing of content for the California Volunteers website, articles and newsletters.

·      During times of disaster, participate as lead representative at the State Operations Center, Joint Information Center and/or assist in disaster communications.

·      Develop and execute communication strategies for new programs and initiatives, including the #CaliforniansForAll College Program which aims to create debt-free pathways for low-income students to tackle our greatest challenges, inspire a new generation to serve, and unite our communities.

Media Relations

·      Develop and execute media strategy as appropriate to advance policy and advocacy goals.

·      Manage media relations, including lead earned media strategy, field media inquiries, plan response to media inquiries utilizing assets of organization and the members, pitch stories, and cultivate and maintain media relationships.

·      Staff Chief Service Officer, and other staff as appropriate, as spokesperson for the organization.

Management, Organizational Leadership and Team Collaboration

•     Responsible for internal member communications tools and platforms and coordinating content in partnership with team.

•     Develop and implement communications approaches to provide information on key organizational initiatives to members and internal team.

•     Leads internal communications team. Leverage staff’s strengths to accomplish the work of the organization, including establish priorities, coach and mentor, motivate, empower, evaluate, and identify and support opportunities for professional development and growth.

•     Maintain a collaborative, cross-functional, team-oriented approach and demonstrate leadership in the organization. Contribute to creating and promoting a positive, welcoming, and inclusive work environment.

Managing Stakeholder Communications

·      Manage and coordinate responses to Public Record Act requests and media requests; monitor and track California Volunteers-related news; engage AmeriCorps and other programs in promoting service.

·      Develop and implement monitoring and training and technical assistance strategies to ensure effective promotion of the AmeriCorps brand as well as subgrantee compliance with AmeriCorps identification requirements.


·      Oversee the development of speeches and presentations for events.


·      Manage the communications staff and any temporary staff supporting the department’s communications strategy and messaging.

•     Adapt messaging and communications approaches and strategies to the situation to ensure effectiveness.

•     Have outstanding ability to distill complex policy concepts and nuanced ideas into accessible, cogent and compelling messages and arguments for a variety of audiences.

•     Are skilled at media relations and working across a wide range of traditional and digital media channels and platforms.

•     Have a talent for hearing a range of issues, ideas, contextual factors, perspectives and considerations and integrating them into an effective, on point communications vehicle and approach.

•     Want to be a part of a team that is collaborative, mission-oriented, hard-working, evolving and caring.

•     Demonstrated ability to develop and implement strategic communications plans to advance the organization’s mission in a complex environment.

·      Demonstrates strategic, critical and flexible thinking in the execution of responsibilities.

·      Strong media relations.

·      Demonstrated knowledge and proficiency with key aspects of technical communications, including communications technologies, understanding of copywriting, graphic design, working knowledge of content management systems, familiarity with social media platforms, social media marketing, and website management.

·      Acts with integrity and exercises excellent judgment.

·      Ability to learn and apply new skills.

·      Mission-driven, highly organized, creative and self-motivated with the ability to prioritize and manage multiple projects simultaneously.

·      Excellent interpersonal skills and ability to work effectively in a dedicated, mission and team-oriented office environment. Knows when to act independently and when to consult for advice on decision-making.

·      Ability to provide feedback and follow up on tasks.

·      Ability to work extended hours.

Location and Travel

·      Position is currently partly remote but will eventually be located in the Sacramento area.

·      Some travel required. For local/regional travel, valid California Class C Driver license and valid automobile insurance needed or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
