Berkeley Lab’s Office of the Chief Financial Officer (OCFO,http://www2.lbl.gov/Workplace/CFO/) is looking for a Senior Proposal Specialist to join their dynamic team! This position will be responsible for providing complex, detailed, and comprehensive pre-award administration and funding/grant proposal support and analysis services to scientific investigators and their research programs/projects for work funded by the U.S. Department of Energy (DOE) and other federal/non-federal sponsors.


The Senior Proposal Specialist will be matrixed from the OCFO’s Field Finance unit to an assigned area/division and work under the consultative direction of an assigned supervisor/manager. In this role, you will be a contributor at one of the world’s iconic research laboratories, founded on the idea that pioneering science is best performed by multidisciplinary teams working together, and where the concept of teamwork remains a vital component of daily life at the Lab. 


Specific Responsibilities: 

• Partner with research teams and staff to provide comprehensive contract and grant proposal preparation and coordination including the development of detailed, multi-year budgets of various dollar amounts. 

• Plan and develop complex proposal submissions. 

• Evaluate and interpret solicitation guidelines and requirements, ensuring proposal package meets quality standards and requirements of the sponsor’s solicitation as well as Division, Berkeley Lab, UC and DOE policies, procedures and guidelines.

• Develop solutions to diverse, complex problems, where decisions and solutions have significant impact on major programs/projects.

• Prepare diverse and complex financial reports for outside funding sponsors. 

• Evaluate budget impacts of personnel actions, including hires, terminations, reduction in force actions, reclassifications, salary management, training grant and other non-standard appointments of a highly complex nature. 

• Recommend appropriate strategies for managing major financial variables resulting from widely varying research contract terms, high levels of funding uncertainty, varying sponsor financial guidelines and funding cycles. 

• Perform advanced budget planning and analysis, broad-based forecasting, scenario management, contingency, and long range planning.


Required Qualifications: 

• A Bachelor’s Degree in Accounting, Finance, Business, Economics, or related field and a minimum of 4 years of relevant experience in a research, academic or large/complex organization or the equivalent combination of education and experience.

• Proven track record of planning and managing portfolios of complex budgets funded from multiple sources having varying contract terms and conditions. 

• Demonstrated experience in providing advanced, complex financial analytic and consultative services including short and long-range financial planning, cost analysis and forecasting, monitoring expenses for allocability and allowability, progress tracking and reporting, and project close-out. 

• Advanced experience with spreadsheets and financial databases, such as Excel, and PeopleSoft financial applications and other PC software such as Microsoft Word.  

• Excellent verbal, written, and interpersonal communication skills. 

• Demonstrated ability to interact effectively with a diverse and broad range of internal and external stakeholders. 

• Strong technical knowledge of business, budgeting, and accounting principles including Generally Accepted Accounting Principles (GAAP) and cost accounting standards.


Additional Desired Qualifications:

• Master’s Degree in Business, Finance, Accounting, Economics, or related field.

• Working knowledge of Federal Cost Accounting Standards and other Federal regulations.

• Knowledge of LBNL, DOE and Work for Others sponsor reporting requirements and audit policies.

• Knowledge of LBNL, UC, and DOE financial policies and procedures.

• Knowledge of PeopleSoft financial applications.

• Experience in probability forecasting, conditional decision-making and risk analysis.
