RFI #655 invites qualified individuals to submit letters of interest that describe the individual's qualifications to deliver the services outlined in the Scope of Services (below). A standard County contract in the amount up to $82,500 ($50 - $55 per hour depending on experience) will be awarded to the successful bidder(s) for the anticipated period of September 1, 2018 - June 30, 2019.


The resulting Contract may be renewed up to two additional years (three years total) depending on the successful bidder's performance and the availability of funding. Funding for the Domestic Violence Homicide Prevention (DVHP) grant is expected to expire in September, 2019 and the Improving Criminal Justice Response (ICJR) grant is expected to expire in September, 2021. Successful bidder will be expected to provide services on average up to 30 hours per week.


This RFI is not in itself an offer to work nor does it commit Contra Costa County to fund any proposals submitted. The County is not liable for any costs incurred in the preparation or research of proposals.


Scope of Services

The selected individual will be responsible for the following;

  • Coordinating and overseeing of the DVHP and ICJR grants which includes:
  1. communication among stakeholders
  2. training
  3. facilitation
  4. evaluation and other administrative duties
  • Coordination and support of the Domestic Violence Multi-Disciplinary Team
  • Assist Research and Evaluation Manager as needed to develop and implement evaluation plan for collecting data for performance measures
  • Assist in coordinating efforts of the Contra Costa County Death Review Team


Minimum Qualifications

  • Experience in advocacy, criminal justice, social services, public health, or a related field
  • Demonstrated success coordinating multiple, complex projects with various stakeholders
  • Demonstrated success with collaboration and project management
  • Documented experience in, and ability to, develop organizational policies and procedures, including strategic plans
  • Demonstrated success in training professionals
  • Documented ability to lead with and exhibit competencies in cultural humility
  • Excellent interpersonal skills
  • Independent worker, initiative-taker, strong problem solver.


Preference will be given to applicants with the following:

  • Bachelor's Degree required, Master's preferred in Social Services, Public Policy, Public Administration, or equivalent
  • Knowledge or experience in violence prevention and trauma fields


Application may be asked to participate in an interview with Alliance staff to describe qualifications and experiences.


Review and Selection Criteria

The following criteria will be considered when awarding a contract:

  • Level of expertise and experience in facilitation, engaging diverse stakeholders around a common vision, goals and objectives ................................................................. 30%
  • Level of expertise and experience delivering and/or designing coordinated projects and/or systems of care or equivalent experience ................................................... 20%
  • Level of experience in project coordination ..................... 20%
  • Level of skill and experience in developing organizational policies and procedures, including strategic plans and effective written planning and communication tools ................................................. 20%
  • Level of skill and experience developing and delivering highly effective training for professionals ........10%


Fiscal Requirements

Interested parties must have a computer system with internet access to create invoices in the EHSD billing software and upload documents to EHSD's secure server (when requested).


Funding:

EHSD will award a subaward standard contract to selected applicant. Total subaward amount will not exceed $82,200.00 which will be billable in monthly, in arrears. The contract will be for nine (9) months. Federal funds are passed through and identified as follows:

All Services and activities are to be provided in accordance with all applicable federal, state, and local laws and regulations, and as those laws and regulations may be amended from time to time, including the following:

The Uniform Administrative Requirements, Cost Principles and Audit Requirements in 2 CFR Part 200, as adopted and supplemented by the Department of Justice (DOJ) in 2 CFR Part 2800.
