Children's Services Social Work Supervisor - E

$9,062-$11,327/Month

Seeking a well-qualified individual for the position of Children's Services Social Work Supervisor in the Children and Family Services Branch. The Children's Services Social Work Supervisor plans, assigns, reviews, and evaluates the work of a unit of Social Workers and provides direction to subordinate staff. There are currently two vacancies for unit assignment. Children and Family Services unit assignments may include, but are not limited to: After Hours, Weekend, Intake/Screening, Emergency Response, Court Investigations, Court Officers, Family Maintenance & Reunification, Permanent Placement, AB12, Independent Living Program (ILP), Commercial Sexual Exploitation of Children (CSEC), Resource Family Approval, Adoptions, and and/or Training.

Duties include, but are not limited to, the following:

·        Review case service plans and court reports.

·        Coordinate the workload of the unit with other departmental units providing related services.

·        Training staff employee performance, counseling employees and effectively recommending initial corrective action and other personnel decisions.

·        Organizing and facilitating conferences with staff to discuss policies, regulations and problems related to social welfare programs.

·        Consulting with and providing information to other public and private agencies.

·        Training new workers in casework techniques.

·        Providing services for the most difficult cases or when unit workload is heavy.

·        Attending and participating in policy teams and other Agency meetings.

·        Other duties as assigned.


Children and Family Services operates on a 24/7 schedule. Some assignments are required to work nights, weekends, and holidays. Additionally, this position is subject to on-call shifts. Some shifts may include an 8% differential rate according to the AFSME MOU (link).

The ideal candidate will have:

·        3 years of experience performing a full range of professional Social Worker duties as a Social Worker III.

·        Strong leadership skills to direct the work of and motivate a team of social workers.

·        Knowledge and experience with the mandates of a child protection services agency, including safety and risk assessment, Emergency Response, Court Investigations, Family Maintenance, Family Reunification, Permanent Placement, Adoption, Resource Family Approval, and Extended Foster Care.

·        Knowledge of Section 300 of the Welfare and Institutions Code and Juvenile Court Procedures; strong knowledge of CWS/CMS, Safe Measures and SDM.

·        Ability to manage multiple, competing project demands.

 

Licensure/Certification:

California class C driver license or equivalent.

 

Education:

Completion of a Master's degree in Social Work from an accredited college or university that includes an internship.

 

Substitution: A Master's degree from an accredited college or university in a Counseling program emphasizing Marriage, Family and Child Counseling or Marriage and Family Therapy that included an internship or supervised field work, AND completion of one (1) additional year of qualifying case management/work experience that included responsibility for a long term caseload, development of service/treatment plans; monitoring compliance through home calls, field calls and other personal contact; modification of treatment plans as needed/required; and authority to impose/recommend sanctions for non-compliance, impacting benefits or services (i.e. case closures, terminate benefits and or program participation).

 

Experience

Two years of experience performing a full range of professional social worker duties that included responsibility for a long term caseload, development of service/treatment plans, monitoring compliance through home/field calls and other personal contact, modification of treatment plans as needed/required, and authority to impose/recommend sanctions for non-compliance, impacting benefits or services.

Child Welfare Psychiatric Social Worker II

- Spanish Speaking Preferred

The Children and Family Services Branch is seeking well-qualified and motivated individuals for the position of Psychiatric Social Worker (PSW). Under general supervision, PSWs provide therapeutic counseling and support services to children and families connected to the child welfare system and individual and group therapeutic counseling and case management services to clients having basic and/or severe emotional, family, and/or social adjustment problems.

Current vacancies include:

·         2 vacancies in the Child and Adolescent Needs and Strengths/Child Family Team (CANS/CFT) assignment

·         1 vacancy in the Foster Family Agency (FFA) assignment


The CANS/CFT PSW completes or assists in gathering information for the State required Child and Adolescent Needs and Strengths (CANS) assessment for children and families involved in the child welfare system. This position works collaboratively with the CFS social worker and BHRS clinician to create a client-focused clinical needs and services plan. This role is also responsible for facilitating the Child and Family Team meetings to ensure that clients are actively involved in every aspect of their child welfare case, mental health treatment and service planning. In addition, this position may also provide short-term mental health and case management services to clients in the child welfare system. 

The FFA PSW is responsible for coordinating and monitoring the mental health services for the children in the FFA therapeutic program; coordinating, facilitating, and creating the individual needs and services plans for the youth; providing therapeutic support services to the youth and resource parent; and developing and coordinating the monthly foster parent trainings. The FFA PSW also assists with the recruitment, admission, and retention of SMC FFA resource homes referred to the program.

CFS operates 24 hours a day, 7 days a week. Services are based on client need and availability. Staff may be required to work evenings, weekends and holidays.

The ideal candidate will possess: 

·        Experience delivering behavioral health services to children exhibiting challenging behaviors due to trauma.

·        Solid clinical treatment, assessment, diagnostic and evaluation skills working with a youth population.

·        Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management, as well as trauma-informed child abuse treatment and other evidence-based practices.

·        Knowledge of the CANS tool and CFT practices.

·        Experience working with youth with complex issues involving abuse and neglect, trauma, behavioral health, and substance use. Experience facilitating collaborative meetings with clients and partners.

·        Experience conducting individual, group, and family therapy. Solid documentation skills: progress notes, assessments, needs and service plans, etc.

·        Experience providing field-based services.

·        Collaboration and coordination of services with other providers.

·        Experience working with multi-cultural clients and staff from a trauma-informed perspective, including ensuring services provided are culturally-relevant and involve the child and family's participation to nurture the child's well-being.

·        Experience establishing and maintaining effective work relationships.

·        Effective oral and written communication skills.


Licensure/Certification:

·        PSW II - current California license as a Clinical Social Worker (LCSW)

or 

·        MFT II - current California license as a Marriage and Family Therapist (MFT).


A typical way to qualify is a Master's degree in Social Work, Social Welfare, or a closely related field.
