Alameda County Housing and Community Development Department (HCD) seeks highly motivated candidates to immediately fill the vacant positions of Housing and Community Development Specialist I. This position is an entry level professional position, working on affordable housing projects and programs throughout the county. With the passage of Measure A1, the County’s $580 million Affordable Housing Bond, the work of creating new affordable housing has never been more exciting. 

Position Description

Under close supervision, the HCDS I will be responsible for the performance of professional work which involve technical and analytical work in affordable housing and community development programs and projects. This will include review of new projects, underwriting to adopted standards and policies, and monitoring and ensuring compliance of projects and programs which utilize county funding for affordable housing. Responsibilities will also include assisting in project planning, grant applications, public relations, data management and research, record keeping and preparation of required reports and other related duties as required.

This position is characterized by a high degree of initiative, responsibility, accountability, and ability to work congenially with a wide variety of individuals, financial institutions, community-based organizations, and other governmental entities.   


The ideal candidate will have a knowledge of affordable housing and community development and have strong analytical skills, excellent writing skills, ability to work independently as well as collaboratively, be organized and detail oriented, and have sensitivity to working with people of different cultural backgrounds.

Specifically, the ideal candidate will:

Knowledge of affordable housing finance strategies, real estate transactions, development budgets and proformas, and affordable housing project management and/or property management is desired, but not required for entry into this position. The County values an individual who has a broad perspective, thinks outside the box, develops innovative solutions to housing issues and achieves measurable results.

Minimum Qualifications


I.  The equivalent of one year full-time experience as a Housing and Community Development Technician I in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts). 


II. The equivalent of six months full-time experience as a Housing and Community Development Technician II in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts). 


III. Possession of a Bachelor’s degree from an accredited college or university with a major in city, regional or urban planning, public administration, public policy, real estate, economics, sociology, or a closely related field. If Bachelor’s degree is in a related field, applicant must show academic study nexus to housing and community development work. And

One year full-time community or program planning experience in a housing, community development or related service enriched housing program. 

Special Requirements: Incumbents may be required to possess and maintain a valid California Driver’s License and may be required to drive in the performance of duties. Incumbents may be required to attend night and/or weekend meetings.
