MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The Reading Academies Manager provides leadership and guidance to implement the strategic plan for Texas Reading Academies. The Reading Academies initiative came out of the transformative school finance bill (HB3) that was passed in the Texas Legislature in 2019. Reading Academies will increase teacher knowledge and implementation of evidence-based practices to positively impact student literacy achievement. This initiative is a key components of TEA’s Strategic Plan and a part of the agency’s broader efforts to build a foundation of reading and math for all students. All kindergarten through third grade teachers and principals must attend an HB3 Reading Academy by the 2022-23 school year. 

This position will work towards ambitious goals regarding reading instruction and will lead a team of four staff members who will contribute to the development of content and resources included in Texas Reading Academies programs. This individual will ensure the creation and implementation of high-quality training programs for Reading Academies Authorized Providers, Cohort Leaders, and other critical stakeholders. The Manager coordinates the development and implementation of projects and collaborates with internal and external stakeholders.

  • Planning and Execution: Oversee the implementation of the strategic plan for Texas Reading Academies, using data to make ongoing adjustments to ensure the achievement of rigorous goals and a highly impactful learning experience for Texas educators.
  • Team Management: Lead and coach team members to drive progress in building a statewide foundation in reading.
  • Stakeholder Engagement: Effectively engage internal and external stakeholders – including education service centers and other authorized providers and their cohort leaders, the reading advisory committee, and campus and district administrators – to support high-quality implementation of Reading Academies.
  • Progress Monitoring and Continuous Improvement: Develops and implements effective techniques for evaluating programs by analyzing quantitative and qualitative data to constantly improve the efficacy of Reading Academies; provides guidance to staff in the development and integration of new methods and procedures.




Education: Graduation from an accredited four-year college or university

Experience: At least six (6) years of experience in project management. Experience with the development and implementation of statewide programs preferred; experience in state government, non-profit, or education sector is also preferred.
