California Volunteers, Office of the Governor is the state office tasked with engaging Californians in service, volunteering, and civic action to tackle our state’s most pressing challenges while uplifting all communities.

From the California Climate Action Corps, the country’s first statewide climate corps program, to the #CaliforniansForAll service initiative launched in response to COVID-19 to establish a volunteer corps to support the state’s response to emergencies and disasters, California Volunteers plays an integral role in tackling the state’s problems.

Led by the state’s Chief Service Officer, Josh Fryday, California Volunteers is supported by a bipartisan 25-member Commission and a team of experts driven by a mission to empower and mobilize all Californians to volunteer and serve in their communities.

Position Description:

Serving as the Salesforce based application owner, this person will be the primary point of contact and be responsible for ensuring that supporting modules and third-party solutions are operational and available to meet California Volunteer’s day-to-day operations and reporting needs. 

In many ways, this role will be serving as Product Owner for the technical aspects of the application and assisting with future development and modifications well into 2022.  

They will be supporting future development and enhancements in the following ways.  

1. Acting as a primary liaison for internal and external users of the system.

This Salesforce Application owner will be the primary communicator and link between internal stakeholder, consultants, and developers. As such, they will need to be expert communicators, making sure there’s buy-in from stakeholders on all major decisions and provide clear instructions on the deliverables from developers.

2. Defining the vision

Serving in a key role and as internal resource and SME to project development team members high-level perspective, as-built capabilities to aid in defining and prioritizing future capabilities to be delivered.

This person will communicate with stakeholders across the board, including customers, business managers, and the development team to make sure the goals are clear, and the vision is aligned with business objectives.

 3. Managing and Prioritizing needs and feature requests

Create and manage list of backlog items and prioritize them based on the overall strategy and business objectives. Additionally, this individual will be mapping out project dependencies to inform the necessary sequence of development.

4. Assist with development stages of new capabilities

With the vision, strategy, and product priorities set, this role will be working with the project team when outside developers are engaged for new development of the application. They will be a key player throughout each event, including planning, refinement, review, and sprint deliverables moving new versions into production.

During the planning stages, the Salesforce Application Owner works with stakeholders to identify and organize the steps required for the next iteration. They will then meet with their team to refine the process, identify areas for improvement, and support the sprint.

5. Evaluating product progress at each iteration

The Salesforce Application Owner will be contributing greatly to each stage of the development process and the final product. They take a primary role in inspecting and evaluating product progress through each iteration. They will be proving feedback through User Acceptance Testing to their Digital Infrastructure team on the performance. This role also reviews and checks for the quality and sustainability of the work products the development team delivers.

Duties:

·        Be a part of a team that oversees building and managing an end-to-end digital transformation enabled by new Salesforce based application tailored to meet the unique needs of California Volunteers. 

·        Serve as internal resource to others when helping with user provisioning, user access needs and initial training for new users and new team members.   

·        Consult on and help with the making of creative data visualization to give users the best experience possible.

·        Help migrate CV’s homegrown, existing desktop-based spreadsheet solutions to this new Salesforce based enterprise solution over time.

·        Collaborate on creation efforts between the Digital Infrastructure team and CV stakeholders to define and validate compelling Analytics applications or dashboards that drive value for CV users.

·        Keep everyone, from individual contributors to senior management, in the loop about progress, communicating across organizations and levels. If critical issues block progress, refer them up the chain of command to be resolved in a timely manner.

·        Pinpoint and clarify key issues that need action, lead the response and articulate results clearly in actionable form.

·        Show a strong aptitude for carrying out solutions and translating objectives into a scalable solution that meets CV stakeholders’ needs within deadlines.

Qualifications:

·        Minimum of a bachelor’s degree or 4 years of hands-on Information Technology experience.

·        Minimum 2 years of full life cycle development and application support (i.e., Agile and Waterfall delivery experience for project management experience).

·        Well-versed in PowerPoint and Excel, able to effectively visualize and organize data in both programs.

·        Been part of and supported business process changes by being part of a large enterprise application deployment. 

·        Proven ability to create and managed socio-technical change through the creation of journey maps, application, and project deliverables in support for transformation and change to user behavior and way they work.  

Bonus Points If:

·        Certified in one or many of the technologies mentioned above

·        Custom data visualization experience using JavaScript, R, CSS, HTML5 and/or d3.js

·        Working knowledge of automation/DevOps having been part of a DevOps team

·        Previous Customer Service Management or Application ownership experience

·        ITIL V.3 Certified 

Location:

This position's location is not limited to Sacramento, California. California Volunteers' office is located in Sacramento. However, California Volunteers will accommodate applicants who wish to work remotely temporarily as a result of COVID-19. Therefore, California Volunteers will consider applicants throughout the state who are interested in this position.
