Program Coordination and Services
Pew's program coordination and services unit provides support to the department's 40-plus projects, working to make Pew's program efforts more efficient and effective. The team leads external partnerships with operations units to strengthen personnel management and reporting structures, refine program's management of budgets, grants, and contracts, and implement rules and systems to guide Pew's work as the organization continues to evolve. Program coordination and services also oversees key cross-cutting program functions. The team develops new approaches and draws on best practices from across program. The unit also advises program's leadership team on ways to foster greater collaboration and synergies across the seven portfolios and apply standards and procedures in a consistent manner.
The senior officer, grants management and IT liaison, will be program's lead with IT, addressing program-wide issues. The senior officer serves as the business owner and champion of Pew's grants management system. The senior officer works on the complex needs of the program's grant-making efforts, which includes most Pew projects. With Pew program investments including traditional grants and project funding agreement (PFAs) grants across a wide range of topics with multiple funding and selection processes, this role will engage with the complexity of project activities from both an IT and program perspective. This includes analysis of varying project needs (including Pew's external audience of applicants, donors, reviewers and grantees) and Pew's internal audience (e.g., finance, legal); understanding the multiple IT systems that contribute to the grants management system; and identification of solutions related to both programmatic and IT challenges.
This position plays a crucial role integrating program needs – by identifying, communicating and encouraging adoption of new approaches and best practices related to usage of IT applications. He/she will lead the development of the grants management system from the program perspective, providing an institutional strategic perspective – identifying, recommending and implementing potential changes in program processes. The senior officer will analyze IT functions related to program needs and recommend priorities and additional resource needs. He/she serves as a convener, and arbiter when needed, to resolve competing priorities or approaches.
The role includes helping new projects and linking them with IT as they consider how to optimize the use of technology to reach project goals, supporting IT systems implementation by conveying program's priority business requirements, and ensuring related resources are available to equip program staff to successfully adopt new tools. Finally, the senior officer works with senior management to identify and coordinate program representation on IT working groups and steering committees related to Pew's IT applications (e.g., Salesforce, enterprise collaboration, PeopleSoft, grants management) and leads efforts to prioritize needs across systems, including those related to process improvements and system enhancements, to most effectively support program's business objectives. This position reports to the project director, program coordination and services, and is based in Washington DC.

- Serves as lead liaison to IT on program-wide issues.
- Serves as the business owner for the grants management system; working with program users and IT, analyzes, identifies and prioritizes process improvements and system enhancements;
- Functions as program lead on IT systems implementation efforts and ongoing systems oversight as related to program needs (e.g., grants management system).
- Leads efforts within program to convey user requirements to IT and works to ensure business acceptance. Supports program's adoption of new and evolving systems and processes by identifying key user groups within program, advising IT on tailored approaches and training options to best meet program needs, and identifying and communicating best practices within program
- Recommends program system needs to senior management with an eye toward priority setting and resource needs.
- Co-leads grants management working group in partnership with IT. Provides input to grants management system roadmap planning.
- Serves as an expert and thought leader for grant-making at Pew – with a deep understanding of the different grant programs. Provides context, new approaches and best practices across teams. Has an understanding of Pew's institutional grant-making processes as well as the external grantee needs and experience.
- Represents and when required, identifies appropriate program representation for institutional working groups to design and implement new IT systems, approaches and policies to enhance Pew's work (e.g., grants management, Salesforce, ServiceNow, PeopleSoft, enterprise collaboration/Office 365).
- Gathers program feedback on IT priorities that cut across all these systems and prioritizes needs across systems.
- Works with IT and program to develop budget request as appropriate. Reviews IT budget within the DTOP, providing insights on both program and IT requests.
- As part of project start-up, renewal, closing, and spin-off cycles, works with teams to identify how they might optimize the use of technology to reach project goals and link them to appropriate IT resources for further support.
- Maintains an understanding of all program contracts and grants that contain a significant technology component; provides feedback to other projects on how peers have partnered with vendors and organizations to support IT-related project goals.
- Identifies common themes within program that could be supported by a technology solution and communicates to IT with appropriate level of detail and with proposed solutions where available.
- Prioritizes program's IT needs and works with IT and program leadership to budget for IT expenses accordingly. Monitors program's departmental budget for IT-related spending. Makes recommendations to enhance effectiveness and efficiency of those dollars.
- Works in partnership with IT to develop and deliver training for grants management and other IT-related systems. Coordinates within program on training for program's specific or unique use of IT systems.
- Identifies opportunities to enhance service delivery to support program needs (e.g., shifting manual program processes to ServiceNow; leadership dashboards; project management tools).
- Coordinates with IT and workplace services to ensure IT needs for remote offices are being met.
- Bachelor's degree required; advanced degree preferred.
- A minimum of ten years of relevant professional experience required.
- Experience in a business-technical or technical liaison role. At least five years of experience integrating and/or coordinating people, systems, processes and data in support of business enablement via technology. Knowledge of Agile software development methodologies a plus.
- Specialized experience on process mapping and process improvements. Demonstrated experience with grants management systems a plus.
- Project management experience related to a non-IT area or subject; demonstrating some experiences with a range of project types.
- Strong interpersonal skills; able to develop and manage productive relationships with consultants, partners and staff at all levels. Excellent listening skills. Good sense of humor.
- Excellent written and oral communications skills. Ability to articulate complex technical problems in layman's language to a non-technical audience. Strong oral, presentation, facilitation, and written communication skills such that complex ideas, thoughts and concepts are clearly articulated for a general audience. Clear, effective writing style.
- Exhibit skills of diplomacy. Able to work productively with a wide array of different people and institutions.

Occasional travel, including monthly trips to Pew's Philadelphia office, as well as other business meetings and travel to remote offices, as required.
