Summary of Position:

The Program Officer (PO) is responsible for designing, planning and implementing short-term professional exchanges in the United States for U.S. Department of State-sponsored participants in the International Visitor Leadership Program (IVLP). Spanning a wide range of subject areas and sectors, these high-level exchanges connect emerging foreign leaders with their American counterparts to encourage long-lasting relationships.


This position is located in Washington D.C. and Meridian requires MD, DC, or VA residence for all employees. The position may work partially remotely until further notice. Effective January 4, 2022, all Meridian staff are required to be fully vaccinated for COVID-19, unless a reasonable medical or religious accommodation is approved.


Position Responsibilities:

  • Establish the concept for each project using guidance provided by the State Department.
  • Research, develop and implement a diverse U.S. program in cooperation with State Department officials, participants, interpreters, and International Visitor Liaisons.
  • Arrange a Washington, DC, schedule of professional appointments to support project goals.
  • Oversee local programs carried out in other cities by community-based members of Global Ties U.S.
  • Work effectively under the pressure of time constraints and the high visibility of the IVLP.
  • Capture significant project developments for the Department of State and preserve them for the permanent record.
  • Supervise, work cooperatively, and provide professional guidance to a Program Associate.
  • Monitor all aspects of the project budget and administration to ensure financial responsibility.
  • Provides leadership, direct supervision and support to Meridian. Staff positions that may report to the Program Officer include Senior Associate and Associate.
  • Responsible for completing all organizational administrative responsibilities in a timely manner and meeting all organizational administrative deadlines.
  • Other duties as assigned.

Requirements:

Education/Experience

  • Master's Degree in International Studies or related field, preferred.
  • At minimum, 5 years of progressive international program management experience.
  • A thorough understanding of American society, culture, history, geography, economy, and government.
  • Broad knowledge of international cultures and customs.
  • Experience with the IVLP or other USG-funded exchange programs, preferred.
  • Regional expertise, welcome.
  • Or any equivalent combination of training, education, and experience that demonstrates the ability to perform the essential functions of the position

Knowledge, Skills, Abilities:

  • Capacity to organize, manage, and coordinate complex tasks.
  • Excellent research and analytical skills.
  • Ability to synthesize large amounts of information on diverse topics.
  • Ability to work on multiple projects under deadline.
  • Good judgment and problem-solving abilities.
  • Exemplary written and oral communication skills.
  • Strong inter-cultural communication skills; maturity, cultural sensitivity, and tact suitable for working with individuals from around the world

Technical Requirements:

  • Proficiency in Microsoft Office, including Word, Excel and PowerPoint, Outlook and Teams is necessary for this role
  • Experience with Canvas, Zoom and Salesforce is helpful
