Vice President of Programs

ABOUT THE ORGANIZATION:

New Jersey Family Planning League (NJFPL) is committed to providing access to quality family planning and related reproductive and preventive health services for all New Jerseyans who need them. NJFPL is a direct grantee for federal Title X and New Jersey Department of Health family planning and STD services grants. As a funding intermediary and network leader, we use this funding to support 13 agencies that operate 58 health centers in all 21 counties of NJ. The 13 agencies in NJFPL’s network include federally qualified health centers (FQHCs), Planned Parenthood affiliates, a county health department, hospital-based ambulatory health centers, and other non-profit family planning service providers that serve over 115,000 people in NJ each year. In addition to funding and grants management support, NJFPL provides its 13 provider agencies with training, technical assistance, policy and regulatory analysis, and strategic planning guidance.

ABOUT THE POSITION:

NJ Family Planning League is seeking a dynamic and results focused leader to serve as its next Vice President of Programs. Passionate about health equity, improving access and quality of sexual and reproductive health services in New Jersey, the Vice President of Programs will oversee the organization’s relationships with 13 contracted agencies providing family planning and STD services statewide, and grow the scope and focus of the NJFPL’s programs.

The Vice President will lead all program strategy and design, with an eye toward improving healthcare access, racial equity and centering each individual’s reproductive autonomy. In addition, the Vice President, Programs will nurture relationships and oversee the systems needed to achieve this mission. The ideal candidate will have demonstrated experience in strategic program development, network-based program implementation, grant management, healthcare systems and organizational leadership. 

Reporting to the President and CEO, the VP of Programs will manage a program team of five staff. As a Senior Leadership team member, the VP of Programs will collaborate with the CEO and VP of Financial Management to develop a strong organization-wide strategy and ensure excellence and grant compliance across all NJFPL programs.

Program Design and Management

• Oversee the management of sub-contracted projects and relationships with NJFPL subrecipients, to ensure delivery of high quality family planning services, using current evidence-based practice standards, and person-centered approaches in compliance with NJ State regulatory requirements, NJ Department of Health program requirements and Title X program requirements
• Oversee NJFPL’s ongoing quality assurance and quality improvement activities for both clinical services as well as program management. Supervise and provide strategic guidance to NJFPL’s Clinical Director and Program Director
• Maximize the use of project services data – collected from subrecipients - to support monitoring, program management and quality assurance 
• Share current research, service standards and model practice information with healthcare providers and other stakeholders across NJ, with an eye towards supporting efforts that improve health outcomes, increase access and center patients’ needs and experiences
• Lead the strategic visioning and structuring of NJFPL’s approach to training and technical assistance for subrecipient provider agencies, to support their clinical, administrative and leadership staff
• Lead the design of new program offerings and resource development to support their pilot and implementation
• Nurture collaboration across all of NJFPL’s departments and staff, to support the organization’s mission and standards of excellence 
• Lead the development of NJFPL funding applications to NJ Department of Health and US Department of Health and Human Services (US DHHS) for continued NJ State family planning and STD services grants, Title X service grant funds, and for supplemental funds, as available and appropriate. (At minimum, this includes an annual competitive application to NJ Department of Health and an annual renewal application to US DHHS - with a competitive application to US DHHS every three years.)
• Monitor program performance to advise staff and providers on macro-level strategy and execution issues

Partnership Building and Development

• Develop & maintain relationships with local, state, and national partners; spearhead partnership management and stakeholder engagement, most significantly with NJFPL’s subrecipient providers
• Cultivate strong relationships with the community of providers, advocates and stakeholders of sexual and reproductive health and related issues, identifying opportunities for collaboration toward common goals
• As a member of NJFPL’s senior leadership team, help raise the visibility of NJFPL and its role in supporting sexual and reproductive health equity and justice across the state
• Develop and implement strategies for improving health equity and access to sexual and reproductive health services for people in need across the state of NJ 
• Compile and update needs assessments and other resources to support ongoing strategic planning and partnership stewardship
• Facilitate recruitment and onboarding of new subrecipient providers, and oversee the smooth integration of new subrecipients into the NJFPL provider network
• Maintain awareness of current NJ State funding and Title X requirements, family planning best practices and major changes in recommended standards of care, contraception, STD and other aspects of sexual health, Medicaid, Plan First (NJ’s Medicaid family planning benefit program), and the state health insurance exchange; monitor and communicate policy changes to staff and subrecipients
• Represent NJFPL at meetings, conferences and external coalitions; travel within the state will be necessary on a regular basis, and travel to meetings or conference in another state is expected approximately twice annually (work-related travel expenses are reimbursed, including mileage for the use of personal vehicle)

CANDIDATE REQUIREMENTS:

The ideal candidate will possess the following qualifications:

• 10+ years work experience in public health, healthcare or human services
• Dedication to NJFPL’s core values: improving access to family planning services, health equity, and sexual and reproductive justice
• Demonstrated commitment to health equity, improving access to quality sexual and reproductive healthcare, including a full range of family planning healthcare services and contraceptives, and improving maternal and infant health outcomes; prior experience with New Jersey public health, Medicaid systems, and family planning funding streams a plus
• Exceptional leadership and strategic thinking skills, and ability to consider direct service implications of the strategic plans and operations of a network intermediary like NJ Family Planning League
• Experience leading and facilitating initiatives designed to foster racial equity
• Strong skill set and passion for program development and all aspects of program design, with mindfulness of health equity, person-centered care, and design practices that elevate the experiences of those most directly impacted
• Experience with government grants, program regulation, budgeting and program activities reporting and with successful grant proposal writing
• Bachelor’s degree or equivalent required. Master’s degree in public health, social work, human services, and/or healthcare or not for profit management preferred

LOCATION:  Newark, New Jersey (work will be conducted remotely until it is safe to return to NJFPL’s office space)
