The Office of Financial Planning and Management (OFPM) is responsible for preparing and executing against the annual institutional operating and capital budgets as well as long-range financial modeling for the Brookings Institution. OFPM is also responsible for financial management of Institutional Initiatives (Cross-Collaborative Initiatives) and all Non-Research programs (Communications, Development, Operations and the Brookings Press), working as a strategic partner with the directors of those programs.
Position Location: This position is based in Brookings' Washington, DC office. The person hired for this position must be willing to move to or currently reside in Washington DC, Maryland, or Northern Virginia by their date of hire.
Operating status: Brookings eligible employees are currently authorized to work remotely but will be moving towards a hybrid plan later this year, which will require working both in the office and remotely. All vaccinated Brookings employees who wish to work from the office can do so. Brookings policies on masks and other pandemic mitigation measures will continue to be informed by DC and CDC guidelines.
Vaccine Policy: Brookings has made the safety of our staff and our surrounding community a top priority. As part of that commitment, Brookings recently announced that staff on Brookings campus this fall are required to be vaccinated against COVID-19. The Finance Manager is a member of the Office of Financial Planning and Management (OFPM) and reports to the Director of Finance and Operations. The responsibilities of this position fall into two areas: 1) financial management for Brookings' business units (Technology, Facilities, Library, Executive Office, General Counsel and Human Resources and 2) system administration.
The Manager will be responsible for the financial management of operating and capital budgets for all business units at Brookings. Duties include budgeting, forecasting, reporting and variance analysis. This position oversees all transactions in the above mentioned portfolio, including labor and non-labor, monitoring for compliance with policies and execution against budget.
This role will also be responsible for the day-to-day administration of financial systems (e.g. Brookings Budgeting and Reporting System, SharePoint sites, Facilities allocation functionality in PeopleSoft, and Traincaster), including providing end-user support, troubleshooting issues, and training. This person will assist the Director with coordination and delivery of projects for the Office of Financial Services on initiatives such as new systems (most notably the new ERP), enhancements to existing systems, training, policies or process changes. This person will work closely with the finance team, information technology team, human resources team and other stakeholders to implement changes at an institutional level.

Bachelor's degree required; in accounting, finance, or related field preferred. Minimum five years of relevant work experience; three of which are in developing operating budgets, successfully managing a budget of department or organization of similar size. Experience with capital budgeting preferred. Experience with identifying critical information needs of both organization and department management for decision support, pinpointing the sources of information and utilizing the financial systems or chosen technologies to present data through meaningful management reports required. Experience in systems administration and training strongly desired. Demonstrated strong analytical, planning, organizational and presentation skills and abilities. Must be authorized to work for any employer in the U.S. Experience in a non-profit setting is preferred. Must be authorized to work for any employer in the U.S.
Solid working knowledge of budgets and accounting principles; must have a strong understanding of GAAP and fund accounting and how business transactions are recorded into the financial records of an organization. Experience with accounting and budgeting systems required; PeopleSoft preferred. Advanced Excel skills; proficiency in Microsoft Office suite (Excel, Access, Word, PowerPoint; SharePoint). Excellent data visualization skills. Ability to develop reporting from large datasets, including building Pivot Tables and manipulate data sets. Ability to organize, analyze, present and communicate financial data.
Keen attention to detail is essential. Ability to work independently; prioritizes and manages time to meet deadlines. Excellent presentation, communication, interpersonal and customer-service skills required and ability to communicate effectively with all levels of staff throughout the organization and build relationships across multiple functions and all levels of an organization. Must be flexible and capable of working in a fast-paced environment with shifting and competing priorities. Extreme honesty and discretion required, with the ability to appropriately handle confidential information.
