Departmental Overview

Located within the world's finest public university and one of the most diverse regions in the nation, the UC Berkeley School of Social Welfare strives to transform the systems that perpetuate poverty and social disadvantage. Berkeley Social Welfare develops effective leaders and scholars committed to solving complex social problems; produces, disseminates and utilizes research to improve social-service delivery and policy through critical thinking and evidence-based knowledge; and prepares the next generation of culturally-competent social workers, researchers and teachers dedicated to serving the most vulnerable members of our society.

The School of Social Welfare Department Manager is responsible for overseeing and managing the risk for all operations of the School (budgeting, financial accounting, shopping, receiving, information technology, building maintenance and faculty support.) While the functions of human resources, purchasing, and research administration have moved into Berkeley Regional Services (BRS), the School of Social Welfare is still responsible for ensuring that the processes, communication, coordination, compliance, and service levels are bridged seamlessly for the faculty, students, and staff in the School. These coordination activities (for expenditures in excess of $40 million annually), are in addition to the annual budgeting process, financial management of endowed chairs, faculty start up and retention, dean's opportunity funds, and financial modeling for renovations of our historic building.

  • Manages, plans, and administers a full range of administrative and financial operations in a complex Professional School, with multiple subunits and far-reaching goals set by the Dean for each unit. Operations are significantly complex in terms of budgetary funding, number of faculty, staff and students, and/or are broad in scope due to focus of operations (e.g., computer lab space and equipment, fundraising, grant writing, Executive Education, etc.).
  • Works with all subunits in a liaison function for administrative, HR and budget needs, including revenue funds, grants funds, gift funds, endowments, restricted funds, and faculty-owned recruitment and retention funds. This position requires exceptional operational and system skills, political nuance, and professional judgment.
  • Performs administrative operations activities as predominant focus of the position, with accountability for operational and budget processes (including unit budgets, reconciliations, discrepancy resolution, CalPlanning for both Forecast and Operational budgets), staff FTE, finance, and human resources.
  • Administrative operations include budgetary and financial management, academic, staff and student human resource expertise, and includes all of the following financial and administrative functions: HR, IT, facilities, plant funds and capital projects, business contracts, student services and financial aid allocation and tracking, and out of scope contracts and grant funds.
  • Directs, initiates, designs and provides analytical studies, summary reports and background materials for campus or department administrative officers and managers for financial and/or resource plans, including revenue and expense patterns, annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses, et cetera, that have a significant impact on individual or multiple departments. Provides analysis for highly complex budgetary funding, financial and resource projects dealing directly with major department managers.
  • Works with Assistant Dean for Student Services and the Assistant Dean for Administration and Finance on financial aid allocations; Professional Degree Supplemental Tuition (PDST) funds and Memorandums of Understanding with other academic units and Schools (to allocate PDST for joint degree graduate students); works with the Assistant Dean for Strategic Initiatives on costing and revenue projections, and the financial management of these programs; unit budget allocations, new student service needs, and long-range planning for new initiatives at the Dean's request (e.g., Self-Sustaining Degree Programs, new executive education programs).
  • Prepares all fund and expense transfers to comply with Fiscal Close policies, and ensures no deficits occur by Dept ID or fund. Does monthly and quarterly activities designed to ensure the School's compliance with SAS 115 regulations; acts as primary responder to any audit requests from the Office of Audit Services, BluCard Audit desk, or Contracts and Grants Administration Compliance officers.
  • Takes a leadership role in integrating new processes and systems into the School; trains staff and faculty on new systems as required. Takes a leadership role in problem resolution and reporting to the Assistant Dean for Administration and Finance, and the Dean of the School. Keeps abreast of relevant changes in University and sponsoring agencies' policies. Represents the department on business issues to the institution community and serves on committees.
  • Responsible for the annual School-wide budget for computer hardware and special IT related projects. Serves as Unit's Information Technology liaison and primary asset manager. Ensures Dean and Assistant Dean for Administration are aware of Unit's cyber risk; In collaboration with the Unit's Security Lead, develops and maintains a Unit security plan that addresses campus security policy requirements;.
  • Supervises the School's administrative coordinator, and building manager and faculty support staff.
  • Other duties as assigned, most likely to include Dean's Office project management support.

Required Qualifications
  • Advanced knowledge of or ability to quickly learn University rules and regulations, processes, protocols and procedures for budget, accounting and fund management, and personnel management.
  • Advanced interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising and counseling skills.
  • Advanced knowledge of a variety of administrative operational activities such as event planning, basic fundraising processes, risk management planning, website design, accounting and payroll, and contracts and grants regulations and guidelines.
  • Advanced knowledge of or ability to quickly learn common University-specific computer application programs.
  • Ability to use discretion and maintain confidentiality.
  • Advanced skills in short- and long-term strategic planning, analysis, problem-solving and customer service.
  • Advanced knowledge of financial analysis and reporting techniques, and human resources policies and procedures for staff and academic employees.
  • Advanced knowledge of finance policies, practices and systems. Able to identify and analyze information from a variety of sources. Demonstrates thorough knowledge and expertise in the area of general accounting and fund management.
  • Demonstrates financial and analytical acumen and the ability to translate numbers and complex concepts to individuals with little financial experience in a clear and concise manner, both in writing and verbally.
  • Ability to work with a diverse group of individuals who have disparate expectations and experience to align the objectives of the School and University.
  • Able to work independently and multi-task own work while overseeing and managing the work delegated to others.
  • Able to balance competing and conflicting priorities and demands.
  • Able to adapt and learn quickly a number of electronic systems, and demonstrate proficiency using Microsoft Office and other business applications.
  • Bachelor's degree in accounting, business, or related field and/or minimum of 5 years financial related experience in a multidivisional organization or equivalent combination of experience/training.

Salary & Benefits

Annual salary range: $95,000-$110,000
