The NJ Department of Children and Families (DCF) seeks an Executive Director to lead the Office of Diversity, Equity and Inclusion (DEI).

As a member of the Executive Team, the Executive Director will be charged with coordinating the work of the department’s Race Equity Steering Committee; developing and implementing initiatives that promote equitable outcomes for children and families of color; building the capacity of staff at all levels to respond effectively to structural racism and individual and implicit bias; and promoting culturally competent policy and practice within DCF and among our contracted services. This executive leader will work collaboratively and cooperatively with DCF’s Offices of Family Voice, Resilience, and Staff Health and Wellness.

GENERAL RESPONSIBILITIES:

* Work with leadership across the agency to develop and advance specific policies and practices that reduce disparities in outcomes for children and families that are the result of bias based on race, ability, gender and gender expression, and/or sexual orientation

* Educate and empower leaders as they confront implicit bias, implement system changes, and work to achieve racial equity within organizations and across systems

* Identify and analyze the causes of disproportionality in New Jerseys Child Welfare System; making recommendations to the Commissioner to permanently and aggressively eliminate disparities in DCF practices for children and families of color, and setting goals for the Department of Children and Families’ programs to reduce the over-representation of children of color

* Develop policies, programs and/or services affecting children/social welfare/poverty/civil rights policies or related areas

* Work to ensure the department’s vision that all New Jersey residents are safe, healthy and connected is being met for everyone by proactively applying DEI practices and developing policies that will lead to the delivery of equitable services for all

* Serve as a liaison with other state departments, system partners, community leaders/groups, families and workers to open communication and engage in equity focused programs and ventures

* Provide oversight for DCF’s community engagement and outreach activities related to Diversity, Equity and Inclusion initiatives

* Provide support and training to DCF staff and management regarding racial disparity and the impact on case practice

* Develop methodology to measure and evaluate the effectiveness of the Department’s programs and initiatives

EDUCATION: Master's degree from an accredited college or university with specialization in an appropriate field of human services, social science or related field and three (3) years of responsible full-time experience in the appropriate field of specialization; or Bachelor’s degree in an appropriate field of specialization and at least five (5) years of experience described in above.

SUBSTITUTION: Two (2) years of experience in child welfare systems, researching inequities, developing policies, programs, and/or services affecting children/social welfare/poverty/civil rights policies or related areas can be substituted for the experience required.

EXPERIENCE: Five (5) years of executive/managerial experience within a large company/department planning, developing and implementing Diversity, Equity and Inclusion initiatives and strategies that promote equitable outcomes for children and families of color. Should possess excellent written and verbal skills in order to provide guidelines, directives and policies from executive management to staff, external partners and contracted service providers. Comprehensive knowledge of Federal and State Laws, Policies Regulations and guidelines regarding the administration and implementation of Race Equity practices.

LICENSE: Appointees will be required to possess a driver’s license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

SALARY: Commensurate with education and experience.
