The substance use prevention and treatment initiative works to develop and support policies that address the opioid epidemic. The project does this by providing direct technical assistance to states on how to improve access to evidence-based, high-quality treatment for people with substance use disorders and implement other strategies to reduce the number of overdose deaths. Additionally, the project highlights and disseminates innovative community-based strategies to address the opioid epidemic. Finally, the project conducts advocacy in Washington, DC, to achieve its programmatic objectives.
To inform this work, the project conducts and publishes research and other information on evience-based and emerging practices and maintains relationships with external experts and other stakeholders. The team comes from a wide variety of professional backgrounds with policy, advocacy, and research experience.
The senior associate, based in Pew's Washington, DC, office, reports to the associate manager. Working closely with the team members and staff from communications, government relations, state strategy, and other Pew departments, the senior associate coordinates research and analyses for use in publications. This work includes performing background research on prevention and/or harm-reduction strategies, conducting ad-hoc research for state technical assistance leads, and planning stakeholder meetings, conferences, and other events designed to achieve projects goals. The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support.
- Research innovative treatment models for hard-to-reach populations (e.g., homeless, youth).
- Conduct background research on prevention and/or harm reduction strategies that successfully prevent morbidity and mortality associated with SUD.
- Expand the scope of SUPTI's publications by leading the development of fact sheets, issue briefs, and reports related to substance use disorder treatment; potential topics may include polysubstance use and alcohol use disorder.
- Provide ad-hoc research support to state technical assistance leads.
- Develop publications or web texts that are responsive to state technical assistance needs.
- Define and research key policy and scientific issues related to substance use prevention and treatment.
- Develop research summaries, policy analyses, and other materials for assigned projects and compile, review, and edit reports and other documents from staff, consultants, or stakeholders.
- Become familiar with national and state initiatives related to substance use prevention and treatment and have a thorough understanding of the existing and emerging models and evidence surrounding the impact of these programs.
- Assist in ensuring that all major research, advocacy, and outreach efforts are well-coordinated, strategically focused, and completed in a timely fashion.
- Assist in planning, organizing, and coordinating stakeholder meetings and conferences, as needed.
- Participate in the development of presentations and talking points to support internal and external communications.
- Contribute to and participate in tasks of the project and department as assigned, as well as broader Pew-wide projects and committees as needed.
- A Bachelor's degree in a research, policy, or health-related discipline required; advanced degree in public health or research-related field preferred.
- At least four years directly related professional experience in substance use prevention and treatment or related research or health care policy area.
- Prior to commencing employment with Pew, candidates for this position who were registered to lobby in any jurisdiction must certify termination of previous registration(s) and provide copies of termination notices with said jurisdiction(s) to Pew.
- Ability to write clearly and cogently for internal audiences, policy makers, the media, and the public.
- Knowledge of state-based programs, substance use treatment models, or other public health initiatives that address the opioid epidemic preferred.
- Ability to comprehend and assess study design, methodology, and research findings and effectively communicate research results and limitations for a lay audience.
- Excellent applied research and analytical skills, including an ability to synthesize large amounts of information and identify themes.
- Ability to focus quickly on the essence of an issue, as well as to identify, understand, and synthesize different policy perspectives.
- Demonstrated project- and time-management skills, including the ability to think strategically, juggle multiple priorities, adjust to changing circumstances, resolve problems creatively and logically, organize time efficiently, and remain attentive to details.

Occasional domestic travel for conferences and meetings.
