Education Program Specialist 4
The Pennsylvania State University Institute for the Study of Adult Literacy invites applications for the Director of the Adult Education Direct Services Program. This position is responsible for overseeing all operations of federal and state funded adult education programs currently operating in three Central Pennsylvania counties (Centre, Clinton, and Lycoming). The director is responsible for overall project leadership including designing and implementing programs (adult basic and secondary education, English language learning, family literacy, transition to post-secondary education, and tutoring); cultivating relationships and partnerships with community organizations, educational entities, governmental agencies, and businesses; overseeing program marketing, outreach, and recruitment efforts; facilitating effective data-based decision making and performance management so that programs reach required enrollment targets and programmatic outcomes; managing project budgets and ensuring quality and compliance with implementing grant regulations. In addition, this position supervises project staff (currently 7.5) and is responsible for ensuring their ongoing professional development.
Qualifications: Typically requires a Bachelor's Degree or higher; Master's Degree preferred plus six year of experience, or an equivalent combination of education and experience. Demonstrated experience implementing adult education programs and administering grants. The successful candidate should be familiar with adult education learning theory, instructional design and curriculum development, program evaluation and continuous improvement methodology, workforce development strategies, and WIOA Title II implementation; as well as possess strong organizational, interpersonal, and oral and written communication skills. This is a fixed term position for one year from date of hire with excellent possibility for refunding. Travel is required. This position can work from University Park or from the Williamsport office.

This position requires that you operate a motor vehicle as a part of your job duties. A valid driver's license and successful completion of a motor vehicle records check will be required in addition to standard background checks the clearances.
